JOB TITLE: Chief Financial Officer

REPORTS TO: Chief of Staff

FSLA STATUS: Full-time, Exempt

COMPENSATION: $90,000-$138,000; commensurate with experience

POSITION PROFILE: The Suffolk County District Attorney’s Office (SCDAO) is seeking an experienced manager with exceptional financial and analytical skills to play a key role on the District Attorney’s leadership team. The Chief Financial Officer (CFO) is responsible for managing the SCDAO’s financial operations, including creating and implementing long- and short-term financial strategy in support of the District Attorney’s policy priorities. A strong candidate will have experience translating policy and operational priorities into financial strategy, strong written and oral communication skills, an in-depth knowledge of state financial requirements and procedures, demonstrated capacity to implement internal controls, the ability to work in a fast-paced environment, and excellent management skills. This position requires the ability to read and interpret state rules and regulations for financial compliance.

ESSENTIAL FUNCTIONS:

  • Maintain the financial integrity and performance of SCDAO.

  • Lead SCDAO’s annual budgeting process, in coordination with the District Attorney and executive leadership team.

  • Develop financial strategies to support the priorities of the District Attorney’s policies.

  • Supervise all contracts, leases, procurement, and grant management support.

  • Maintain strong communications and relationships with fiscal personnel in other state agencies. Work closely with the Comptroller’s Office to resolve payment inquiries, vendor issues, and financial concerns.

  • Coordinate and supervise all financial audits conducted by the Office of the State Auditor.

  • Provide analysis and advice related to SCDAO’s long-term plans and financial outlook.

  • Develop, implement, and enforce internal controls, policies, and procedures for the administrative functions of SCDAO.

  • Ensure strict adherence to guidelines established by the Office of the Comptroller of the Commonwealth for accounts payable, accounts receivable, fixed assets, inventory control, grants management, billing, payroll, financial analysis, and budgeting.

  • Ensure compliance with applicable regulations, laws, and generally accepted accounting principles.

  • Provide technical financial advice and knowledge to others within the finance team.

OTHER DUTIES:

  • Attend required training and other trainings relevant to Office functions.

  • Become familiar, and model conformance with, the provisions of the Office Personnel Policies, particularly with regard to confidentiality, sexual harassment, drug-free workplace, and the usage of information technology resources.

  • Exercise respectful and professional behavior and communication with the public, judicial, and law enforcement personnel and office staff.

  • Complete work assignments in a timely, accurate, and efficient manner.

  • Perform other duties as assigned.

  • Attend leadership meetings.

PHYSICAL DEMANDS: Ability to sit and stand for extended periods of time and lift up to 20lbs.

TRAVEL: Minimal travel required.

Qualifications


EDUCATION AND EXPERIENCE:

Required:

  • A bachelor’s degree and at least 5 years of financial experience with at least 3 years of experience in a supervisory capacity.

  • Strong written and verbal communication skills.

  • Experience working in a large non-profit organization or government agency.

  • Thorough knowledge of Massachusetts finance laws, rules, and regulations.

  • Excellent supervisory and management skills.

  • Ability to analyze, interpret, and present complex financial information.

  • Strong negotiating skills.

  • Ability to respond effectively to inquiries and concerns.

  • Ability to work independently and as part of a team.

  • Strong computer skills; must be proficient with Microsoft Office Suite, with an emphasis on Microsoft Excel.

  • Strong interpersonal skills.

  • Strong personal character and ability to handle sensitive and confidential information.

Preferred:

  • Bachelor’s degree specifically in accounting, finance, or a related field.

  • Masters’ degree (MA, MBA or equivalent) in business, finance, non-profit management, or related field;

  • Prior experience in a financial position with a Massachusetts government agency.

  • Significant experience with state accounting and payroll applications, such as Massachusetts Management Accounting Reporting System (MMARS), Commonwealth Information Warehouse (CIW), and Human Resources Compensation Management System (HRCMS).

  • Experience working in, or with, the legislative budgeting process, particularly in Massachusetts.

  • Working knowledge of the criminal justice system and interest in public service.
