The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0 INTRODUCTION. The purpose of this Performance Work Statement (JOB DESCRIPTION) is to identify the requirements/deliverables of the worship leader(s) needed to perform services as a Musician for Religious Support Activities Worship Leader hereafter referred to as “Minister of Music” or “Worship Leader” for religious activities at Fort Belvoir, VA for the Protestant congregation. The Worship leader shall provide support to the Chaplains and Religious Affairs Specialists, and Religious Support Office (RSO) Department of the Army (DA). The location(s) and time(s) are specified in the JOB DESCRIPTION or modified in the contract by the Contracting Officer.

2.0 SCOPE OF WORK:

2.1 This is a Non-Personal Services Contract between the Fort Belvoir Religious Support Office (RSO) and an independent worship leader to deliver specific requirements and deliverables to the Protestant congregation on Fort Belvoir, VA, currently meeting at Building 1099, 9515 Hannah Lane but may meet an another building on Fort Belvoir including Belvoir Chapel, Woodlawn Chapel and Fairfax Chapel. This Performance Work Statement defines the requirements/deliverables of the worship leader; ensuring the individual free exercise of religion for military personnel, family members, and authorized personnel; a statutory requirement under USC Title X. A CAC card is not required nor furnished to fulfill the requirements this agreement anticipates.

2.2 The Worship leader shall accomplish the following tasks and activities effectively to provide the instrumental music and leadership in worship services noted above.

2.3 This contract does not create an employer-employee relationship between the Government and Worship leader, as well as any corporation, partnership, business association, other party or legal entity with which the Worship leader may be associated. The Government assumes no responsibility for costs incurred for services performed by the worship leader that are not included in this contract. There are no provisions for lodging, employee benefits, medical care, retirement or Workmen's Compensation Insurance. Payment shall be made monthly on a per service basis.

2.4 The Worship leader shall provide support for those services for which no Fort Belvoir Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians and volunteers can provide. The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy.

2.5 The Worship leader shall serve the Congregation Community and the greater Fort Belvoir religious support community.

2.6 This contract is not a fulltime position with a standard 9:00 AM to 5:00 PM, Monday through Friday work environment. Some of the tasks will require evening and weekend hours.

2.7 No UMT member, military member, DA Civilian, fellow worship leader or volunteer can supervise or direct the Worship leader or control the method by which he/she performs the required tasks. Under no circumstances shall a work schedule be prepared for the Worship leader or the impression be given that the Worship leader is an employee of the Government. It is the responsibility of the Worship leader to guard against any actions that are of the nature of personal services, give the impression of personal services or portray his/her position as that of an employee.

2.8 Under no circumstances shall a Worship leader provide direction to a Religious Affairs Specialist (RAS), general military member, a DA Civilian, fellow worship leader or volunteer, nor shall he/she represent in an official capacity of the Federal Government, U.S. Army or Air Force or the local congregation that the contract supports.

2.9 The Worship leader shall adhere to all security and weather warnings and notifications. In the event that inclement weather causes the cancellation and/or postponement of an event, the COR will notify the worship leader when services are not needed.

2.10 PERIOD OF PERFORMANCE. The Period Of Performance (POP) for this JOB DESCRIPTION shall be for 01 October- 30 September unless otherwise agreed by the parties with mutual assent; and parties may renew this agreement with mutual assent in writing for Fiscal Year FY 2023; FY 2024; and FY 2025.

2.11 REQUIREMENTS/PERORMANCE STANDARDS.

2.11.2 Designated Worship Service Leader. The Worship leader shall lead the congregation during worship services, primarily on Sunday mornings; using a minimum of two songs (picked by the Senior Chaplain weekly and delivered to Worship leader via email no later than Friday noon of each week); accompanied by the playing of the guitar. [Instrument is not provided by the Chapel Next nor the U.S. Army]. The Worship leader shall notify the COR concerning any maintenance problems or requests concerning the instrument(s) of the Chaplain facility, if any.

2.11.1 Building/Leading Worship Team.

2.11.2.1 The Worship leader shall build and sustain a worship team in accordance with the vision statement for (contemporary, Christian praise music that facilitates worship, teamwork and a spirit of servant leadership); task includes monthly recruitment of volunteers, scheduling weekly rehearsals and performing of weekly rehearsals of all music scheduled for the weekly service(s) and vetting the quality of musicians in scheduling ostensible volunteers to participate in the worship team.

2.11.2.2 The Worship leader shall communicate with each member of the worship team by 1900 each Friday to ensure all participants are aware of the song list for the week; to coordinate various musicians into the service schedule and to keep all parties informed concerning weekly music issues, events and planning; plan and coordinate all musical selections with the Chaplain of the congregation or his/her designated representative in the selection of music in keeping with the theme of the worship service by contacting the Chaplain via email each Wednesday by noon with a music schedule inquiry.

2.11.3. Preparations. The Worship leader shall align worship music/song selection in accordance with sermon message title for the week Worship leader shall provide music selections to the Chaplain in time to be published in the bulletin for the services; unless sermon title is provided (by the Senior Chaplain earlier in the week) than no later than each Friday 1800 the sermon title shall be given to the Worship leader or Worship leader may select any Christian worship song of Worship leader’s own choosing and provide the song lyrics to the Audio-Visual Team no later than Saturday noon each week when Senior Chaplain does not provide the lyrics prior. Communicate with members of the worship team to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Chaplain of the congregation or his/her designated representative in selection of music in keeping with the theme of the worship and align worship music/song selection in accordance with Chaplain’s sermon message. Execute a minimum of a 45 minute rehearsal with the Worship Team on a day before the Service is executed each week.

2.11. 4 Special Services. The Worship leader shall lead worship for Special Services.

2.12 WORSHIP LEADER QUALIFICATIONS. The Worship leader shall provide a resume and documentation to substantiate personal qualifications. Although a specific religious education degree is not mandatory, any credentials in religious education or Christian worship training and experience is desirable and preferred over parties without, in the award of this contract. Additionally, contactor shall:

2.12.1 Demonstrate ability to lead a worship team and play satisfactorily the identified instrument (piano or guitar) documented in a minimum of two years experience in the successful leading worship music.

2.12.2 Be familiar with the faith Christian faith tradition and practices of the supported congregation(s), and committed to the spiritual health of the Religious Support Office (RSO) network of Soldiers, employees and volunteers and support the worshipping community.

2.12.3 Possess the ability to comprehend and communicate proficiently and effectively in English, both orally and in writing.

2.12.4 Must have personal transportation to fulfill contract requirements and any other items or services to fulfill this contract and is solely responsible for Worship leaders access to the post and admittance through the gate without assistance of the Chapel staff and shall be at the service each week a minimum of 30 minutes prior to the scheduled start time.

2.12.5 Must provide own musical instrument(s) for execution of JOB DESCRIPTION CLIN [microphone and speaker provided by the Chapel Service] and provide Worship leaders own maintenance of Worship leaders equipment at Worship leader’s own experience.
