POSITION: CERTIFICATED PERSONNEL TECHNICIAN (RANGE 36)

SITE/ASSIGNMENT: HUMAN RESOURCES; THIS IS AN EIGHT (8) HOURS PER DAY, 261 DAYS PER YEAR POSITION. HOURS: 7:30 AM - 4:30 PM

FILING DEADLINE: MONDAY, MAY 1, 2023, AT 4:00 P.M.; SALARY: RANGE 36 $29.62 - $35.98 PER HOUR

Under the direction of the Director of Human Resources, perform technical and specialized functions in support of the recruitment, employment, credentialing and processing of District certificated employees; monitor expiration date of credentials; notify certificated staff of credential expiration dates and maintain current information on credential requirements.

Minimum Qualifications Required to Apply

Any combination equivalent to: graduation from high school and supplemented by college-level course work in business, personnel or related field and three years increasingly responsible clerical experience including at least two years of experience involving personnel procedures in an automated personnel environment.

RECRUITMENT PROCEDURE: The recruitment process will consist of a Screening Process, Supplemental Application (weighed at 40%) and a Written Exam (weighed at 60%).

Essential Duties

Verify teachers, substitute teachers and other certificated employees have proper credentials recorded; monitor expiration date of credentials; notify certificated staff of credential expiration dates and maintain current information on credential requirements. E

Provide assistance and detailed information in person and on the telephone regarding certificated employment opportunities, salaries and related matters to District staff, applicants and the public. E

Evaluate and process credential applications; evaluate transcripts, employment history and personal data on credential application to determine if applicant meets State requirements for various credentials and/or employment options. E

Renew, apply for and transmit credential applications to the State Commission on Teacher Credentialing via the County Superintendent of Schools office. E

Gather, compile and evaluate official transcripts and other information used to determine and recommend initial salary placement and annual salary reclassifications. E

Process new certificated employees and assist with the completion of insurance and employment forms; send new certificated employees or applicants for fingerprinting and process fingerprint clearances. E

Remain current on State and District laws, regulations and policies related to credentialing requirements; interpret, apply and explain procedures and assist employees completing forms and documents. E

Type offers of employment, including contracts and salary amounts for prospective hires; submit notices of employment for certificated employees. E

Monitor and record Teacher Evaluations.

Process new coaches and volunteer coaches and assist with the completion of the employment process.

Send, receive and log certificated applications for future employment with the District.

Prepare and maintain technical records and reports related to certificated employment, evaluations and credential expirations; code and enter data into various databases.

Attend County and State workshops to remain informed on changes in credentialing regulations.

Arrange for recruiting trips, including campus reservations, airline reservations, lodging and cash advances.

Receive, sort and distribute mail and prepare outgoing mail.

Prepare Certificated vacancy announcements and distribute to Certificated bargaining unit members, colleges and universities and school districts within San Bernardino County.

Post Certificated vacancy information on District webpage and Ed-join for internet applications.

Update Certificated job line with current vacancy information.

Maintain Certificated seniority list.

Prepare Extra-Duty Assignment Specialist information on the Personnel Services Report including but not limited to coaching (Certificated or Classified walk-on), extracurricular stipend positions, tutors, etc.

Prepare Certificated Personnel information on the Personnel Services Report including but not limited to new hires, resignations, Board Resolutions, transfers, etc.

Maintain Certificated position control.

Monitor Certificated substitute assignment within credential area and length of assignment.

Provide employment verifications requests to outside agencies.

Apprise Director Human Resources of Certificated assignment concerns and/or problems.

Compile Certificated salary surveys.

Monitor Certificated budget and generate online purchase orders and applicable categorical disbursements.
Complete administrator/teacher form (R-2) including supporting backup information.

Monitor and record tuberculosis reports for both Certificated and Classified employees including bargaining unit members, management, confidential, substitute and coaches.

Operate a variety of office equipment such as computer terminals, copier, typewriter, and facsimile.

Perform related duties as assigned.
