SPA has a requirement for Contractor Support to CBRN FS Capability Development to support the Capability Program located at HQ SACT, Norfolk,VA.
- Provision of support to the development of CBRN FS capability products in accordance with the NATO governance model for the delivery of common funded capabilities across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a through life cycle approach, based on the guidance of the ACT Joint Effects (JE) Capability Program Director and the CBRN FS Project Coordinator;
- Support the ACT JE Capability Program Director and the CBRN FS Project Coordinator in their program management efforts, including the interaction with CBRN stakeholders at all levels, from strategic to tactical;
- Compilation of the Capability Program Plan (CPP) in context of the ACT-led effort to deliver a holistic approach toward CBRN FS capability development, based on identified requirements (Operational Requirement Statement (ORS) will be submitted to the Nations and is expected to be approve Not Later Than end of 2023);
- Provision of methodological and analytical expertise in support of the development and implementation of the holistic approach toward CBRN FS capability development, including requirements elicitation;
- Administration of CBRN FS Capability Program status information in the electronic environment supporting ACT warfare development information sharing and coordination;
- Support the interaction with NATO Agencies in context of the CBRN FS Capability Program Plan and validation of capabilities;
- Identify lessons and Best Practices and contribute to their learning within the organization;
- Organize and participate in workshops, seminars, conferences, and meetings in support of the activities above;
- Support the ACT JE Capability Program Director and the CBRN FS Project Coordinator and travel to meetings and conferences both within and outside NATO’s boundaries for up to 30 days per year;
- Performs additional tasks, as required by the COTR, related to the labor category.
Essential Skills/Qualifications:
- A University/ Bachelor's equivalent or Military College degree
- Two years’ demonstrable Program/Project Management experience in the past 10 years within a complex and dynamic environment, with a focus on military capability development
- 5 years in the last 10 years demonstrable experience in the field of requirements processes to include requirements elicitation and business analysis
- Background in operational military, especially in the CBRN domain, at tactical and/or joint level
- Knowledge of project management principles and demonstrated success in applying them to deliver capabilities with or without certificate in Program and Project Management related certifications such as MSP and PRINCE2
- Demonstrable experience working in a multinational organization or NATO Command Structure (NCS) / NATO Force Structure (NFS) and familiarity with NATO agencies’ role in system development.
- Active National or NATO Secret (or higher) security clearance
