Epsilon Systems Solutions, Inc. Mission Readiness Group has a job opportunity for a Buyer II in National City, CA.

Job Summary: Compiles information and records to draw up purchase orders for procurement of materials and services.

Responsibilities:

• Purchases a high volume and variety of generally routine or low dollar materials, supplies, and services to support program requirements in accordance with corporate policies and Federal Acquisition Regulations (FAR).
• Receives approved Purchase Requisitions and identifies potential supply sources.
• Works with program managers and/or contract managers to develop vendor specifications, work statements, and terms and conditions for the procurement of specialized materials and equipment.
• Prepares and transmits Request for Quotations (RFQ) to qualified suppliers for competitive bids.
• Analyzes supplier bids and documents requirements for best price, delivery, quality, performance and service.
• Performs Price Analysis.
• Generates sole source justifications.
• Awards/tracks Purchase Orders to expedite materials and follows-up with suppliers.
• Processes Return Material Authorizations for rejected materials.
• Interacts with related departments such as Accounts Payable and Program Management to resolve issues and correct discrepancies.
• Prepares bid packages, analyzes and evaluates vendor proposals, negotiates prices, delivery, and terms and conditions.
• Maintains files in accordance with the Procurement & Subcontracts Manual.
• Initiates and maintains vendor profiles to include annual certifications and representations.
• Participates in documentation of data needed to initiate small business and subcontracting plan reports.
• Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over shipments, cancellations, and engineering changes.
• Evaluates suppliers as to production capability, performance and delivery.
• Performs other duties as assigned in support of project production.

Requirements:

• High school diploma/equivalent.
• Five years’ buying/purchasing experience.
• Three year’s government procurement experience.
• APICS Certification or Institute for Supply Management Certification is an advantage.
• Knowledge of Deltek Cost Point Purchasing Program.
• Knowledge of FAR/DFAR.

Preferences:

• Industrial/shipyard buying experience.
• Working knowledge of CPSR requirements.
