The State of New Hampshire, Department of Administrative Services, Business Office has a full-time vacancy for Business Administrator III.

Summary:

Works closely with the Department's Chief Financial Officer (CFO) to develop and administer the Department of Administrative Services finance and budget objectives by analyzing, planning, and implementing business operations and financial management functions, including budgetary planning and related activities.

MINIMUM QUALIFICATIONS:

Education: Masters' degree from a recognized college or university with a major in accounting, public administration, or business administration.

Experience: Six years' professional experience in accounting or business administration involving fiscal management, including three years of supervisory or administrative experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

License/Certification: Valid driver’s license or access to transportation for statewide travel required.

Responsibilities:

Supervises and guides state agencies that are administratively attached to the Department of Administrative Services and assist them with planning, preparing, and developing agency budgets within the timelines established by the CFO and the Administrative Services Budget Office.

Assist the administratively attached agencies in establishing their internal controls, preparing and planning their financial and budgetary reports to present to management and legislative committees, and obtaining necessary financial resources to achieve their financial goals and objectives.

Prepares and reviews exhibits and financial reports, including fixed asset depreciation schedules, for the annual year-end financial close per the closing instructions to ensure the Department of Administrative Services completes the year-end accounting and budget requirements.

Provides support and reconciliations to agency auditors during the annual external financial audits and other audits as requested by the CFO and recommends changes in financial planning and accounting policies based on findings.

Researches and develops statistical reports, operational analysis procedures, and reviews of accounting, budgets, and financial data using HR systems to summarize financial information for use by the CFO, administratively attached agencies, and Department senior management to assist in decision-making.

Provides recommendations and insights that improve or enhance the Business Office process performance regarding financial planning and accounting policies. Develops materials for training new accounting or finance staff in the Department or administratively attached agencies on fiscal and administrative procedures.

Maintains and effectively utilizes an up-to-date knowledge of Administrative Rules relating to all business and administrative functions, such as budgetary, purchasing, and federal regulations, and communicates these rules to supervisors to ensure compliance and accurate financial and business operating procedures.

Oversees, reviews, approves, and monitors requests for purchases, payments to vendors, interagency payments and receivables, billings, and travel reimbursements. Ensures requests follow the required state laws and rules and are within approved budgets.

Performs financial and data analysis for special projects related to budgets or accounting for the CFO. Researches and develops reporting and operational analysis procedures. Interprets federal and state laws and accounting standards to ensure agency accounting and operations are in compliance.

Supervises selected accounting staff in the Business Office. Reviews and evaluates staff performance, aligning their goals with the Business Office's, and recommends personnel actions, including hiring, performance appraisals, and disciplinary actions.

Acts as a point-person for financial and accounting operations in the absence of the Department of Administrative Services CFO and assists with current and long-range programs for improving business management activities.
