, the state’s economic development agency, is currently hiring a Broadband Communications Coordinator (Public Affairs Specialist 3). This position will focus on promoting the work of Business Oregon’s Broadband Office, and communicating broadband funding opportunities across the state of Oregon, especially in rural parts of the state.

What you will do:
  • Develop and execute long-term new and unique communications
strategies that include publicity, events, and creative storytelling to
compel target audiences to understand our broadband and digital
equity work. Integrate communication strategies with the Business
Oregon mission and the Governor’s strategic goals.
  • Develop relationships with state legislators, federal, and local
government, tribal members, service providers, metro and rural
communities to shift opinion to acceptance of the statewide
Broadband program.
  • Create new approaches to solve complex public affairs issues around
broadband development and digital equity. Develop emergent and
one-of-a-kind initiatives and approaches to communicate the benefits
of broadband.
  • Take information on complex broadband and digital equity programs
and boil them down to compelling stories that can be consistently
shared through a variety of communication channels to communicate
the general timing, the opportunities for engagement, and the benefits
of the Broadband Office’s work for the state of Oregon.
  • Create communication plans for proposed legislation, budget
testimony and other communications designed that advance agency
broadband programs and broadband public policy initiatives.
  • Craft a creative and compelling social media strategy
around the agency’s broadband and digital equity work and deliver
content in a consistent voice.
  • Advise Business Oregon’s Broadband Office on strategies to market programs and the outcomes they create for communities and businesses.

The ideal candidate will possess a combination of some or all of the following skills:
  • Ability to develop and execute a communications plan, understanding audience, message, and desired outcomes.
  • Public speaking skills
  • Planning and executing community engagement strategies
  • Strong writing skills with ability to distill complex topics into concise messages
  • Ability to execute social media strategies across multiple platforms
  • Experience providing outreach to historically disadvantaged communities

What you need to qualify:
A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing the Behavioral or Social Sciences or related degree, and five years professional level experience in Public Relations or Affairs
OR
Eight years experience directly related to the position under recruitment; five of the eight years must have been at the professional level.

Business Oregon is the economic development agency for the state of Oregon. We have about 150 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water/wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregon’s businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.
The Communications and Research Section includes the Marketing & Communications (MarCom) and Research teams. The Section provides services and tools agency-wide, assisting with research and products for strategy and policy-making decisions; and manages agency marketing, communications, social media, and branding. This position is focused on support of the Oregon Broadband office within Business Oregon. The Broadband Office advocates and provides funding for equitable broadband development across Oregon.

  • PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
