Introduction


Join our team as a Payroll and Benefits Specialist within the Division of Personnel Management. This position will provide support to employees working at the Wisconsin Resource Center (WRC), which is one of the seven facilities managed by the Department of Health Services (DHS).

This position will work from WRC, located in Oshkosh, Wisconsin. We offer a team-oriented atmosphere with daytime working hours, Monday - Friday. After an initial training period, consideration may be given for a partial remote work schedule with 3 days in-office and 2 days remote. The schedule may vary based on training and operational needs.

Position Summary


As a Payroll and Benefits Specialist at WRC, you will perform the full range of routine to complex payroll and benefits functions including processing biweekly payroll, coordinating and processing employee benefit services, managing leave accounting, interpreting and applying wage and benefit provisions, reviewing and adjusting timesheets as needed, providing expert advice and counsel to management and staff on a variety of payroll and benefits related issues, and assisting with workers’ compensation claims as needed.

Salary Information


The starting pay is between $23.02 and $28.00 per hour (approximately $47,800-$58,200) depending on qualifications and level of position, plus excellent benefits. The level of the positions and salary will be determined based on the qualifications of the selected candidate at the time of hire. A 12-month probationary period is required.

Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction. The positions will be filled at either the Payroll and Benefits Specialist level (pay schedule/range 81/05) or the Payroll and Benefits Specialist – Advanced level (pay schedule/range 81/04).

Job Details

  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
  • All appointees will be required to receive a TB test, which will be administered by facility staff or medical personnel approved by the facility prior to their start date.

Qualifications


Minimally qualified applicants will have the following:

  • Experience performing payroll, benefits administration, or fiscal support activities (e.g., processing/auditing timesheets or attendance records for employees, administering benefit transactions, completing accounts receivable/payable transactions, bookkeeping, researching and resolving payroll or benefits related issues, completing accounts receivable/payable transactions, responding to payroll and benefits or fiscal questions, etc.)
  • Experience reviewing or auditing and resolving data discrepancies (e.g., verifying data, researching issues, timesheet or benefit adjustments, reconciliation, data analysis, correcting data entry errors, etc.)

Well-qualified applicants will also have one or more of the following:

  • Experience processing payroll and/or benefits for a large organization (i.e., 200 or more employees).
  • Experience managing or processing worker’s compensation claims, including reviewing documents from medical providers and consulting with employees and supervisors.
  • Experience using a Human Resources Information System (e.g., PeopleSoft, ADP, Kronos, etc.) to process payroll, benefits, or human resources related activities or transactions.
