SUMMARY
Oversees comprehensive workforce development programs that includes apprenticeship readiness programs (pre-apprenticeship), training leading to industry-recognized credentials, subsidized work experience, and local hire opportunities within the construction and skilled trade careers. Working collaboratively with the AD of Adult Workforce, AD of Youth Workforce, and AD of Special projects, this role will be responsible for organizing and coordinating training components for all programs and grants within the Workforce Development Department. In this role, you will serve as a key thought and implementation leader in developing, implementing, and coordinating activities that prepare South LA residents and program participants for family sustaining wage opportunities. Opportunities include local hire for construction projects, Bipartisan Infrastructure Law, 2026 FIFA World Cup, and 2028 Summer Olympics.

This position will require relationship building with the LA/OC Building and Construction Trades Council, Local Unions, Registered Apprenticeships, and local contracting companies. While the construction industry will be the focus for this position, training opportunities outside of the construction trade will be a priority to expand access to living wage opportunities. This position will be responsible for utilizing various internal and external systems to monitor and track performance, personnel performance, and grant expenditures. The supervision of all construction and safety trainers will be the responsibility of the associate director.

ESSENTIAL DUTIES & RESPONSIBILITIES
Partnership Development and Sustainability

  • Work closely with peer associate directors to make sure all services are client-focused and are in alignment with CRCD’s vision and mission and follow the organization 5-year strategic plan.
  • Provide supervision, coaching, and guidance for the construction and safety trainers.
  • Ensure all department policies and procedures are adhered to by the community, personnel, and youth participants.
  • Maintain relationships with local employers, including LA/OC building and construction trades council, local contractors, registered apprenticeships, housing developers, and business advisory committees.
  • Monitor the trainings offered through the Eligible Training Provider List (ETPL) and the Intrastate Training Resources and Information Network (I-TRAIN).
  • Develop and coordinate cohort schedules and capacity for the Multi-Craft Core Curriculum (MC3) apprenticeship readiness program.
  • Collaborate with Job Developers and Transition Coordinators to place MC3 completers in union apprenticeship or construction related employment placement.
  • Ensure entrance and mid-term assessments and evaluations are completed during the MC3 training.
  • Work with the Director of Workforce Development, Associate Directors, CPO and CFO to monitor and manage grant expenditures, leveraged resources, and in-kind contributions.
  • Assist with organizing and facilitating annual work plan development, annual department planning retreats, and working with managers with individual staff work plans.
  • Support grant administrator, executive team, and grant writing consultants with grant applications and fundraising. Activities include attending bidders’ conferences, reviewing RFP’s, FOA’s, NOFAs, and participating in the Greenlight Process.
  • Provide oversight of day-to-day operations in partnership with other Associate Directors.
  • Prioritize the implementation of CRCD’s Integrated Service Delivery Model to increase service and program access for all clients.
  • Coordinate annual personnel performance evaluations and progressive disciplinary procedures.

MINIMUM QUALIFICATIONS

  • 3-5 years of workforce development, pre-apprenticeship coordination, and union apprenticeship training access.
  • Education Requirement: AA Degree, BA preferred.
  • 3 years of professional WIOA and combined with other workforce development experience can be used as a substitute for education.
  • Experience managing and supporting programs that serve vulnerable populations (Reentry, Former or Current Foster Youth, Homeless, Veterans, and Unemployed).
  • Reliable, flexible team player who works well with minimal supervision, has a strong work ethic, and an ability to set and maintain personal boundaries.
  • Demonstrated ability to manage multiple workforce development projects simultaneously.
  • Must provide proof and references of past work experience to validate the demonstrated ability.
  • Experience working in communities with higher-than-normal gang activity, substance use, and homeless youth and adults.
  • Experience participating in or writing funder performance reports.
  • Reliable transportation: Valid driver's license, transportation, and car insurance as required by law and CRCD company policy.
  • Knowledge and proficient in Microsoft Office (Excel, Word, Power Point, Etc.)
  • Experience with facilitating small and large group meetings and partnership collaboratives.
  • A minimum of 5-years supervision and management experience (Preferably in non-profit, workforce development, and human services).
  • Experience with participating and adhering to annual fiscal and performance audits.

WORK ENVIRONMENT

  • On occasion walk or drive to different local sites throughout the day.
  • Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds.
  • Combination of field and office environment.
  • May necessitate working in busy and loud environments.
  • May be exposed to elements like cold, heat, dust, noise, and odor.
  • May participate in training and staff development that requires local and out of state travel.
  • Regularly work in a community to is exposed to gang activity, substance use, homelessness, and high unemployment rates.
  • Must be available on call for emergency crisis situations with the ability to respond after work hours as needed for emergencies.
  • This is not a work-from-home position.
