Duties

Under the direction of the Chief Financial Officer (CFO), Office of the Chief Financial Officer (OCFO) the Associate CFO, Financial Strategy and Operations serves as primary advisor to the CFO, overseeing strategic operations, planning, governance, workforce development, project management, and modernization efforts that enhance the overall financial management portfolio for the Office of Personnel Management (OPM). The responsibilities of this position are broad and far-reaching, as the execution of the duties affect the adoption of financial management strategy and operations enterprise-wide. The incumbent provides support and guidance in the planning, design, development, and operation of complex automated accounting, and financial information systems for OPM's salaries and expenses, revolving funds, and the OPM Earned Benefits Programs and related programs. In addition, the incumbent provides support and guidance in the planning, design, development, and operation of the integrated financial solutions supporting and reviews and concurs in recommendations approving the design or modification of OPM's Retirement and Insurance Funds' systems that provide financial and program performance data. The incumbent ensures that OPM's financial strategy and operations adhere to government-wide financial management objectives and policies promulgated by Congress, Office of Management and Budget, General Accounting Office and Department of the Treasury. Additional responsibilities include:

  • In partnership with the CFO and Deputy CFO, oversees and coordinates the execution of the agency financial management vison and strategy. Works with internal and external customers and stakeholders to guide their adoption of financial management policies, procedures, and tools in carry out their organization mission.
  • Chairs senior committees and forums to share, collaborate, and obtain customer and stakeholder participation and engagement in the development and maintenance of financial tools and services. The incumbent routinely assesses financial management tools, services, and operations to enhance customer experience and adoption.
  • Leads Shared Service Provider relationships, establishing requirements, monitoring performance, managing governance, and resolving conflicts and issue resolution.
  • Leverages technology to build digitally integrated enterprises and solutions, implementing new and disruptive technologies that allow for eliminating manual process and improving efficiency and accuracy.

  • This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification (TQ) listed below.

  • Demonstrated expert knowledge of financial management related to financial systems implementation, operations, and maintenance and security controls.
