POSITION: Assistant Director
DEPARTMENT: Elections
RATE OF PAY: $ 18.52 – $ 22.02 per hour
Rate dependent upon education, work experience, skill and ability.
HOURS WORKED: 8:30 a.m. to 4:30 p.m., Monday to Friday

Interviews will be held upon receipt of application

OVERALL OBJECTIVE OF JOB: To direct and manage the activities of the County Election Bureau Office; plans, directs, coordinates registration of voters; oversees elections and certifies election results alongside of or in the absence of Director.

QUALIFICATIONS:

EDUCATION/TRAINING: Associate degree in business/management or a high school diploma; business and computer training required.

WORK EXPERIENCE: 2-4 years working experience in elections and some knowledge of Election Code.

ESSENTIAL FUNCTIONS OF JOB:

  • Plans, directs and coordinates registration of voters; prepares and monitors absentee ballots.
  • Oversees maintenance of voter registration files and voting records in computer and books; maintains lists of County-wide elected officials and determines offices for ballots.
  • Locates voter addresses, polling places and other relevant data pertaining to registered voters.
  • Processes new registrations and assigns to correct voting district along with Department Clerk.
  • Receives and processes cash and checks. Charges appropriate fees as per the Carbon County Elections Department Fee Schedule. Provides receipt for paid fees.
  • Assists in counts and canvasses of Elections.
  • Prepares required election reports and records for the County and State.
  • Verifies validity of signatures on election petitions as needed.
  • Disseminates information to general public regarding voter registration and election information.
  • Prepares and distributes voting lists for candidates use.
  • Operates computer and updates voter files with changes of names, addresses and party affiliation as needed along with Department Clerk.
  • Maintains and updates voter records through the comprehensive SURE system.
  • Establishes and maintains files on alphabetic, chronological, numerical or other basis; retrieves requested materials from files; signs, date-stamps or otherwise identifies and/or controls files. Files election materials and applications as well as purges/archives as directed.
  • Reviews and proofread ballot layouts and help to prepare material for printing contractor together with Director.
  • Locates, inspects, and maintains polling places.
  • Recruits and trains precinct election officials.
  • Will assume and be responsible for the duties of the Elections Director in his/her absence.
  • Prepares and manages grants specific to Elections.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.
  • Must possess good communication and interpersonal skills.
  • Must possess ability to function independently, have flexibility and the ability to work effectively with general public, co-workers, agencies and others.
  • Must possess ability to maintain confidentiality in regard to information and records.
  • Must possess some technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
  • Must possess the ability to make independent decisions when circumstances warrant such action.
  • Must possess thorough knowledge of state and county election laws, procedures and requirements and ability to assure questions re: same.
  • Must possess knowledge of state laws governing the registration of voters.
  • Must possess knowledge of modern office practices and procedures.
  • Must possess knowledge of principles and practices of supervision, and ability to direct and supervise work of subordinates.
  • Must possess ability to maintain accurate and efficient records and prepare required reports in timely and accurate manner.

WORKING CONDITIONS:

  • Works indoors in adequate workspace, ventilation and temperature, but with fluctuations in lighting.
  • Works with average indoor exposure to noise and stress, but subject to frequent disruptions.
  • Above normal indoor exposure to dust/dirt.
  • May be required to work extra hours, on weekends and on-call during election periods.
  • May be subject to occasional travel as necessary to carry out job duties.

PHYSICAL REQUIREMENTS:

  • Must possess ability to record, convey and present information, explain procedures and follow instructions.
  • Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, pushing, grasping, bending, twisting and reaching as necessary to carry out job duties.
  • Dexterity requirements range from coordinated movements of fingers/hands to operate computer to simple movements of feet/legs; torso necessary to carry out duties of job.
  • Light work, with occasional lifting/carrying of objects with weights of twenty to thirty pounds.
  • Must be able to pay close attention to details and concentrate on work.
  • Must be able to cope with the physical and mental stress of the position.
