About the Department
The 900+ positions of the Facilities Division service the students and staff of the University’s teaching, research/administrative space and 2, 240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost-effective services to the University, ensure completed projects and maintenance that conform to codes and regulations while minimizing University liabilities and disruptions caused by the maintenance, repair and building, and equipment modifications to the University.

The primary purpose of the Assistant Budget Director is to support both the Capital Project Management (CPM) department and the Operational departments within Facilities. This includes teaching, research, extension, and other activities of the University through timely and economical completion of design, construction, renovation, and/or repair and maintaining all physical space. Accordingly, CPM administers all University, Endowment, and Research Corporation design and construction for formal capital improvement projects. Formal projects are defined by General Statutes as being valued in excess of $500,000 and are subject to oversight by the Office of State Construction and governed by the State Building Commission via legislative authority. This project accounting position also has responsibility for all projects done by CPM, the informal construction group of Facilities Services, and the Office of the University Architect.

Essential Job Duties
The primary purpose of the Assistant Budget Director position is to carry out the mission of the Facilities Division through financial management of Capital and Operational budgets. This position requires a high level of understanding of the strategic direction of the University to assure the alignment of resources. Capital Improvement (CI) projects are projects valued in excess of $100,000 per project and may be valued up to and in excess of $100M. They are very complex and technical in nature and require knowledge of accounting and budgeting practices to be successful.This position

The daily and periodic responsibilities for this position include but are not limited to the following:
  • Budgeting, accounting, and staff management responsibilities in support of University capital programs (now includes all informal non-capital projects) and operational programs. The addition of the non-capital projects adds responsibility for more than 200 additional projects per year to this position.
  • Multiple electronic systems must be used:
    • PeopleSoft,
    • CAPS (University Capital Project Accounting System),
    • AERES (University Facilities Project Management System),
    • Primavera (scheduling software)
    • Interscope+ (State Construction Office budgeting software).
  • Providing a comprehensive status report of all capital projects and advising the Director of project shortfalls and potential funding solutions for CPM and Operations.
  • Requires knowledge of Primavera, AERES, Interscope+, IBIS, CAPS, and current software for tracking accounting and budget data. Additionally, it requires knowledge of the UNC System Office, Office of State Budget and Management (OSBM), State Construction Office (SCO), and University and departmental policies and procedures.
  • Supervises four employees, who manage the day-to-day financials in support of the Facilities Division.
  • This position reports to the Director of Budget and Accounting for the Facilities Division and manages one of the largest operating budgets in the University domain.
  • Requires the ability to prepare for emerging needs; manage multiple direct reports; determine project urgency in a meaningful and practical way; use goals to guide actions and create detailed action plans, and schedule people and tasks to achieve goals with minimal oversight.

Qualifications

Minimum Education and Experience
Requires post-baccalaureate credentials plus 2-4 years experience; a bachelor’s degree plus 3-5 years experience may be substituted for the advanced degree on an exceptional basis.
All degrees must be received from appropriately accredited institutions.

Other Required Qualifications
  • Business writing, budget management and accounting experience, Microsoft Office, working knowledge of Primavera Scheduling software (or similar software), AERES (University Facilities Project Management System), Interscope+, CAPS (University Capital Project Accounting. System) and/or current software for tracking accounting and budget data.
  • Ability to proficiently operate a personal computer and a variety of software for e-mail, word processing, spreadsheets, database management, and information collection.
  • Effective oral and written communication skills are required.

Preferred Qualifications
  • Graduation from a four-year College or University with a Bachelor’s degree in Accounting, Business Administration, or Public Administration, including 12 hours of accounting AND at least ten (10) years of experience OR an equivalent combination of training and experience (All degrees must be received from appropriately accredited institutions).
  • Effective oral and written communication skills are required.
  • Supervisory experience preferred.
