The State of New Hampshire, Department of Information Technology, Agency Software Division - DES has a full-time vacancy for an Agency Technology Manager/IT Manager IV

SCOPE OF WORK : This position serves as the single point of contact to manage all DoIT relationships with the Department of Environmental Services. The ITM IV is responsible for understanding the business and direction of the agency, assists in the prioritization of projects, ensures that projects align with the technology that best meets the agency’s needs while complying with DoIT standards and policies, and directs IT strategy in support of the overall business strategy. The ITM IV manages all budget related activities pertaining to the IT expenditures, including the creation of the biennial budget and execution of the approved budget. The position is also responsible for directly supervising the embedded ASD-DES staff as well as providing daily direction and support to other DoIT staff assigned to support DES.

ACCOUNTABILITIES :

Provides single point of contact for all DoIT services at DES, acting as a liaison for the agency and its customers. Acts as a business partner with DES at all levels and negotiates any written agreements between DES and DoIT, including but not limited to any Memoranda of Agreement (MOA) or any Service Level Agreements (SLAs).

Develops and constantly expands an understanding of DES business strategies and identifies and works to implement both short-term and long-term technology strategies that are best suited to support the agency’s business strategies and support of the daily operations of the agency. Stays abreast of trends in both the business of environmental protection and in information technology. Provides oversight of all daily IT operations affecting DES, including infrastructure change requests (ICRs), critical outages (COs), service requests (SRs) and the work required to respond to help desk tickets. Supervises all ASD-DES staff and provides daily matrix management of other DoIT staff assigned to support DES.

Plans, prepares, implements, and monitors the operational Direct Agency Class 027 budget in collaboration with the DES Senior Leadership Team. Provides oversight of IT purchasing, expenditure tracking, and forecasting.

Directs the development of the agency IT Plan (AITP) at DES in coordination with the agency Information Technology Advisory Committee and the DES Senior Leadership Team. In collaboration with DES Management, promotes the implementation of the AITP through the development of the biennial Operating and Capital Budget requests for DES.

Oversees all phases of agency IT contracts at DES. Interfaces with DES Management, coordinates with appropriate federal and state agencies, contractors, and vendors to ensure scheduled delivery of solutions that conform to the agency needs as well as DoIT standards and policies and stays within the defined schedule and budget.

Provides project management oversight regarding staffing needs, high-level timeliness, and associated project costs for overall solution delivery of DES IT projects, following the DoIT System Development Methodology and the DES IT Project Prioritization. Manages project issue resolutions as needed.

Collaborates with other DoIT Divisions to standardize and identify opportunities for operational efficiencies, manage department-wide expectations regarding DES projects, and define responsibilities as they apply to meeting DES IT needs.

Ensures DoIT standards, procedures, and policies are adhered to by all embedded DoIT at DES and by all DES employees.

Continually seeks to improve practices to add quality and value in support of the missions of both DoIT and DES while identifying and eliminating unnecessary or redundant actions.

MINIMUM QUALIFICATIONS :

Education : Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Nine years of experience in information technology or data management, four years of which shall have been in a management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS : This position requires skill in evaluating, planning or integrating analysis of data to formulate current and long-range solutions, strategies or policies of a specialized or technical nature. It also requires knowledge of – and the ability to effectively use - project management, program administration and process evaluation methods and techniques, and a working knowledge of federal and New Hampshire environmental laws and rules governing the business of DES. The position requires the ability to: provide effective leadership while maintaining good working relationships with assigned staff as well as with staff at all levels in DES and DoIT; prepare and manage budgets; express ideas clearly and concisely, both orally and in writing; speak before public groups and legislative committees; and manage multiple projects concurrently while meeting schedule deadlines.
