Purpose:
  • Valkyrie Enterprises is seeking a Senior Afloat and Ashore Network Engineer to support Naval Information Warfare Commands (NAVWAR) Fleet Readiness Directorate (FRD) for the Fleet Systems Engineering Team contractor support. The mission of the FSET program is to facilitate effective operation of all NAVWAR afloat and ashore C4ISR systems throughout Operational Fleet Readiness Plan Cycle. This program also provides systems engineering and technical support for the rapid introduction of new capabilities into the fleet though fleet experimentation and operational fleet exercises.
Job Description:
  • Provide underway end-to-end C4I system support on U.S. Navy (USN) and Coalition platforms (when directed by FRD).
  • Provide systems engineering support to Fleet customers during fleet exercises and operations conducted by Fleet Commanders and/or Joint Task Force (JTF) Commanders.
  • Provide subject matter expertise in support of platform readiness assessments to include data collection, predictive analytics modeling and reporting.
  • Support Network Operation Centers by providing technical subject matter expertise with resolving ship to shore networking issues across the entire system equipment string and will provide direct assistance with planned and contingency communication shifts from one region to another.
  • Assist the customer with the validation and execution of system restoral procedures, rapid response for emergent issues and network documentation and training as required by Fleet NOC personnel.
  • Provide technical subject matter expertise for on-site system design configurations and will provide recommendations for improvement or alternative networking strategies.
  • Provide technical expertise with development and/or modification of site-specific Concept of Operations (CONOPS) that govern local and Navy-wide NOC operations.
  • Provide technical support to Joint and Fleet exercises and assist with drafting after-action reports that identify potential problems and recommended solutions.
  • Support NCTAMS and NCTS Fleet and Joint Exercise planning and execution.
  • Provide technical subject matter expertise to government site engineering and military personnel in support of system reconfigurations, upgrades and will represent the interests of the Fleet customer during system installations to ensure the new capability is fully integrated into the existing architecture and operational.
  • Provide engineering expertise to assist with the development of system design and integration planning for MOCs and specified intelligence centers as requested by the government. The Contractor will assist with the testing and validation of new technologies (including Speed to Capability) and integration designs.
  • The Contractor shall provide engineering support to Fleet customers that need assistance with CENTRIXS, CENTRIXS-Maritime (CENTRIXS-M), Collaboration at Sea (CAS) and Global Support Team, (GST).
  • Provide end-to-end systems engineering support to CENTRIXS to provide software integration support for fielded systems on underway units and shore commands, provide cross system workflow process development and training, and assist in exercise planning and execution.
  • Provide direct technical systems engineering support for fleet BMD missions (Afloat and Ashore).
  • Provide in service engineering technical support for new capabilities for a period to be set by the government.
  • Assist the customer with design, detailed installation planning, testing and accreditation for new capabilities that require accelerated introduction of program of record systems, or application of commercial technology to support an emergent Fleet requirement.
Qualifications:
  • Must have a Bachelor’s Degree in Computer Information System or Bachelor’s Degree in Information Technology or relevant degree.
  • Must have at least 4 years of working knowledge of Navy Consolidated Afloat Networks and Enterprise Services (CANES).
  • Must have at least 4 years of working knowledge with C4ISR systems specific to Navy Network Operations Centers (NOCs) or DoD equivalent operation centers.
  • Must have at least 4 years of Tier III and IV network maintenance experience with Navy ship to shore networks or relevant DoD network architectures.
  • Must have a working knowledge of virtualization and cloud technologies. Working knowledge of Cisco Identity Services Engine (ISE), CISCO Adaptive Security Appliance and CISCO Wireless LAN Controller (WLC) administration.
  • Must be able to read and interpret technical documents including drawings, manuals, procedures, and other related documentation.
  • Must have a Systems level engineering expertise support the scope of the following requirements:
    • Navy Afloat (Ship) Technical Network Services.
    • Navy Ashore Technical Network Services.
    • Afloat & Ashore Combined Enterprise Regional Information Exchange System (CENTRIXS) Engineering.
    • Ballistic Missile Defense (BMD) Technical Services.
    • Speed to Capability Support.
  • Must be deployable to support Navy operational requirements, Navy exercises and other NAVWAR FRD specific projects.
Desired Qualifications:
  • Prefer Cisco Certified Entry Networking Technician (CCENT) Certification.
  • Prefer Cisco Certified Network Professional Routing & Switching (CCNP R&S) Certification.
Security Requirements:
  • Must be eligible for a Top Secret/SCI clearance (i.e. must hold a current Single Scope Background Investigation (SSBI) that has been adjudicated to Intelligence Community Directive (ICD) -704 standards within five years).
Travel Requirements:
  • Occasional Travel; Up to 25%.
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID.
