Position Overview:

The Acquisitions Project Manager will apply knowledge and experience in acquisition while demonstrating best practices; in-depth knowledge of related pre and post award acquisition policy and procedure; and present innovative acquisition solutions provide support in all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial). The project manager will provide support to the Office of Patent Financial Management (OPFM) is comprised of four (4) operating organizations: Budget, Travel, WebTA and Acquisition.

Responsibilities:

Project Manager responsibilities include:

    • Responsible for the overall performance management of all team members. For direct reports, this includes providing onboarding support, on-going feedback, coaching, training, goal setting, delivering formal performance reviews and teambuilding.
    • Ensure that Team Leads are fulfilling their role in the performance management of their direct reports.
    • Work with Team Leads and Human Resources to hire for any team openings: approve position descriptions, conduct interviews, and complete all evaluations.
    • Make or approve Team Lead’s hiring recommendations.
    • Regularly check in with Team Leads to receive any team status updates and/or resolve any risks or issues. Review and approve any contractually mandated or requested reporting materials (i.e. monthly), deliverable reports, annual performance metrics, etc.
    • Monitor timekeeping of direct reports, approve all timesheets.
    • Identify, develop, and apply industry best practices and standards to the execution and delivery of work products.
    • Identify current and future improvements to services provided and to the client division.
    • Uphold and promote VPD’s core values of integrity, excellence, teamwork, and respect in all internal and external interactions.
    • Management of contract staff, risk, performance, and transition In/Out
  • Oversight of contractor personnel, project communication and management, performance management, and transition management.
  • Execute VPD methodologies to retain, train, and promote staff.
  • Ability to meet and exceed performance requirements, such as PALT.
  • Demonstrated experience supporting all aspects of an acquisition organization in addition to acquisition specialist support (e.g. budget and performance management, policy support, expert advisory assistance).
  • Periodically monitor daily throughput of the staff work and will notify the COR/Government POC of problems and concerns as soon as practical.
  • Provide advice, recommendations, and document support to Patent organization Contracting Office Representatives (CORs) and Government Point of Contacts (POCs) in all aspects of the acquisition requirements phase.
  • Convey thoughtful recommendations to enable the Government to make informed decisions regarding patent processes and other aspects of patent operations which includes, but not limited to, pendency, work-sharing, Patent-End-to-End (PE2E), automation, etc.
  • Conduct studies and analyses when new requirements are identified or when changes to existing support concepts are anticipated.
  • Ensure the smooth functioning of the services required under the contract which includes planning, executing, and controlling projects as indicated within this requirement.

Qualifications:


  • Bachelors degree (BS/BA) in related field
  • A minimum of eight (8) years of experience efficiently managing similar size/type contracts and/or projects.
  • Supervises personnel involved in all aspects of project activity, organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations.
  • Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.
  • Experience in planning, setting deadlines, assigning responsibilities, leading and directing the work to others, and monitoring project completion, as well as allocating people and resource where necessary
  • Ability to obtain and maintain a public trust
  • U.S. Citizenship required

Preferred Qualifications

  • United Patent and Trademark Office (USPTO) experience
