Job Summary
Perform a high degree of professional work as the Accounting Manager involving a variety of accounting tasks, maintain records and preparing complex financial reports. Provide a high level of support to the Assistant Director in a variety of areas; responsibilities include performing and directing many of the department’s day-to-day administrative accounting functions, including exercising general supervision and management of the accounting staff’s work products and job performance. This position is required to exercise initiative and independent judgment in organizing, maintaining and systematically reviewing financial transaction records. Work is performed under the general supervision of the Assistant Director of Financial Services.

Examples of Duties

Salary Range $77,129.10 - $100,268.06

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Assists in the preparation, and review of the Annual Comprehensive Financial Report, staff reports, various management and information updates and responds to special projects.
  • Manages the loans and investment accounts to ensure timely remittal of all bond payments, maintenance of amortization schedules including for capital leases and preparation of debt schedules for quarterly and annual reports.
  • Reviews and approves journal entries, balance sheet reconciliations and miscellaneous uploads to the general ledger.
  • Serves as liaison for the Financial Services Department with other City departments; attends meetings as necessary; provides staff support as necessary and with the Assistant Director of Financial Services or Chief Financial Officer; negotiates and resolves significant issues.
  • Serves as a key liaison for the Financial Services Department with the independent auditor and actuaries (Pensions and Other Post-Employment Benefits (OPEB).
  • Monitors changes in laws, regulations and technology that may affect the department’s operations; recommends policy and procedural changes as required.
  • Prepares, reviews and presents staff reports, various management and information updates and responds to special projects as assigned by the Assistant Director of Financial Services or Chief Financial Officer.
  • Assist in the development and implementation of goals, objectives, policies, procedures, work standards and internal controls for the department and assigned program areas.
  • Remain abreast of evolving accounting theories, practices and principles.
  • Maintains and directs the maintenance of working and official departmental files.
  • Performs related work as assigned.

Typical Qualifications

Education and Experience:
Bachelor’s Degree in accounting and six (6) years professional experience in accounting of which one (1) year is in a staff supervisory capacity and one or more of the following certifications: Government Financial Officer (CGFO) or Certified Public Finance Officer (CPFO) or Certified Public Accountant (CPA).
OR
Master's Degree in in accounting and six (6) years professional experience in accounting of which one (1) year is in a staff supervisory capacity.

Preferred Qualifications:
Two (2) years of Governmental accounting or non-profit experience.

Knowledge, Skills and Abilities:

  • Considerable knowledge of theory, principles, methods and practices of accounting; of laws, ordinances and regulations governing municipal financial matters.
  • Accounting and reporting; principles and practices of employee supervision, work planning, assignment, review and evaluation; organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures and operational needs.
  • Administrative principles and practices, including goal setting, program development, implementation, evaluation and supervision of staff.
  • Skills in prioritizing work assignments; analyzing, preparing, checking and balancing routine fiscal transactions and accounts.
  • Processing large volumes of numerical data.
  • Ability to express technical ideas effectively, both orally and in writing.
  • Interpret, apply and ensure compliance with federal, state, and local policies, procedures, laws and regulations.
  • Ability to plan, organize, direct and coordinate the work of supervisory, professional and technical staff; financial records; resolving problems or situations requiring the exercise of good judgments.
  • Ability to operate of a computer, particularly word processing, spreadsheet programs.
  • Ability to classify fiscal data; and prepare accurate and complex financial statements.
  • Ability to deal effectively with the general public, City officials, and other City employees.

Physical Demands
The physical demands involve the ability to exert light physical effort in sedentary to light work, which may involve crouching, hearing, talking, lifting, stooping, crouching, bending, kneeling, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds); will consistently use visual and manual dexterity, including repetitive hand and finger movement; work involves extended periods of time at a keyboard or workstation.

Work Environment
The worker is not substantially exposed to adverse environment conditions: job likely consists of typical office work or administrative work. The employee work in an environment that may periodically have unpredicted requirements or demands

Work Hours
Monday-Friday 8:00am - 5:00pm (additional hours may be required to attend meetings and to meet due dates)

Note: During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as hurricane, or other emergency situations and are expected to perform emergency service duties as assigned.
