JOB SUMMARY
Position participates in virtually all general accounting functions for the Operations Division and works under the general guidance and the direct supervision of the Accounting Supervisor. Duties include compiling data and analysis of monthly financial management system reports. Preparation/entry of all necessary journal entries. Responsibilities include reconciliation of general ledger accounts to subsidiary ledgers or external statements (banks, bonds, accounts receivable, and developer deposits).

Major Tasks, Duties, and Responsibilities

ESSENTIAL FUNCTIONS
Supports the City's performance review and development process and performance-based pay philosophy. Maintains knowledge of the section and accounting practices, rules, department policy and procedures and communicates to staff regarding same. Keeps Accounting Supervisor apprised of issues and problems.
Prepares various monthly journal entries, reviews all journal entries prepared by others, and ensures that all necessary journal entries have been completed before monthly closing.
Completes month end closing checklist and performs actual system closing.
Checks and verifies the accuracy of the monthly financial management system reports.
Reconciles on a monthly basis various general ledger accounts to subsidiary ledgers or external statements, (banks, bonds, accounts receivable, and developer deposits).
Works with the Accountant III and Accounting Supervisor in preparing all necessary reconciliations and schedules for external auditors.
Assists with year-end grant management reconciliations and single audit schedules.
May prepare annual US Information Returns forms 1099.
Maintains information and prepares Colorado Payback annual returns.
Must be able to interact with others in a positive manner.
Requires regular and prompt attendance.

Performs other duties as assigned.

Essential Qualifications

Education
Prefer Bachelor's Degree in Accounting or a related field.
Experience:
Three to five years applicable professional experience in the area of governmental accounting,
OR
ANY EQUIVALENT COMBINATION OF EDUCATION AND EXPERIENCE THAT PROVIDES EVIDENCE THAT THE APPLICANT POSSESSES THE REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES.
Licensure/Certification/Registration
C.P.A. preferred

Other Knowledge, Skills and Abilities
Must possess sound knowledge of fund accounting, accounting methods, procedures, terms, and experience in preparing various accounting monthly and year end journal entries; ability and understanding to perform analysis of reports and records; a high degree of attention to detail; and the ability to gain understanding and find solutions to problems.
Must be computer literate; possess a working knowledge of Excel spreadsheets and Microsoft Word programs with ability to demonstrate strong keyboarding skills.
Must have good leadership and management skills and must be able to maintain effective working relationships.
Must possess excellent communications skills with personnel both within and outside the organization. Must be able to organize work efficiently and handle all assigned responsibilities with professional care and competency, despite constant interruptions and heavy workload.
Must show a commitment to the accounting field through a record of continuous training.
Must have the ability to successfully pass a criminal background check and possess an acceptable credit report.

PHYSICAL AND MENTAL REQUIREMENTS
PHYSICAL REQUIREMENTS
Lifting and Carrying
Must be able to lift and carry objects weighing from 2 to 5 pounds several times a day, with assistance if necessary.
Pushing and Pulling
May push or pull boxes weighing 10-25 pounds to/from storage rooms, etc. at City Hall, and/or other facilities. A pull-cart will be available to ease transportation.
Body Positions
Sits at a desk for extended periods of time (between five to eight hours per day). Must be able to stretch and reach directly in front of body and to each side for ease in answering phones, using computer, and pulling files and books from shelves at varying heights. Position requires the ability to input large amounts of data using repetitive motion on a consistent daily basis.
Hearing
Employee must hear the phone and audible signals from equipment.
Vision
Employee uses vision to read handwriting, enter and review data on a computer, and read difficult written books/report.
MENTAL REQUIREMENTS
Mathematics
Must have strong, fundamental mathematical and statistical skills including addition, subtraction, multiplication and division for analyzing and calculating complex data.
Must possess strong analytical skills, inquisitive or investigatory skills, ability to research data and make sound judgment as to relevance, appropriateness and application. Must be able to quickly ascertain and assimilate information.
Language Ability
Must be able to read and interpret detailed and complex mathematical, statistical, and financial reports. Written communications must be at an advanced technical/business level. Must be able to speak and verbally present information to communicate with other members of the organization, the management team, city council, financial auditors, citizens, and others.
Reasoning
Must be able to thoroughly research and review financial programs, complex and detailed reports, and make difficult analytical decisions and sound recommendations for use by the department/organization.
Remembering
Must remember large amounts of data, instructions given, and procedures and processes.
WORK ENVIRONMENT
Work is performed in an office and includes extended periods of sitting.
Work includes frequent interruptions, a high volume of work, and tight daily deadlines.
Work involves dealing with angry, frustrated or upset individuals.

Our pension fund is a social security replacement, money purchase plan. Mandatory employee contribution is 11% of gross base salary; city contribution is 13% of gross base salary.

SICK LEAVE
Full-time employees earn 8 hours per month. Part-time employees earn 6 hours per month.

VACATION
Full-time employees with less than five years of service earn 8 hours per month. Part-time employees with less than five years of service earn 6 hours per month.
