Disclaimer: This position will provide critical support to address student learning loss due to the COVID-19 pandemic. Funds for this position are expected to be available up to the end of the 23-24 school year. In addition to other specified conditions of employment, the applicant understands that no guarantee of continued employment, beyond the availability of the funds, is expressed or implied by Irving Independent School District.

A Letter of Assurance will be issued for this position.

PRIMARY PURPOSE: To assist students in homeless situations with academic learning by providing services that identify and address the social-emotional-environmental issues that interfere with academic success. Coordinate with students, parents/guardians, school staff, and community-based resources to implement strategies that promote positive educational outcomes for these students. Position is needed to ensure students and families impacted by economic hardships related to COVID are provided appropriate services and referrals.

QUALIFICATIONS:

Minimum Education:
  • Bachelor's degree required; Master’s degree preferred
  • Valid social work license granted by the Texas State Board of Social Worker Examiners required

Special Knowledge/Skills
  • Excellent communication and interpersonal skills
  • Bilingual

Minimum Experience :
  • At least three (3) years successful experience working in the field of social work or education.
  • Experience working with adolescents who are at risk of dropping out of school.

MAJOR RESPONSIBILITIES AND DUTIES:

Identification, Enrollment and Access :
  • Assist in the identification of students in homeless situations.
  • Ensure that children and youth in homeless situations, including unaccompanied youth, are immediately enrolled in school even if they are missing documentation normally required for enrollment.
  • Assist parents, guardians, and unaccompanied youth in school placement/enrollment decisions
  • Obtain missing enrollment documentation for students in homeless situations as needed.
  • Inform the parents or guardians of homeless children or youth, as well as unaccompanied youth, of their rights under the McKinney-Vento Act.
  • Work closely with the Homeless Education Liaison regarding the resolution of disputes that might arise over school enrollment and placement for students in homeless situations.
  • Identify high-risk students with the most need for targeted social work intervention, with particular attention to students in homeless situations and students who are pregnant and/or parenting.

Direct Support / Service Delivery:
  • Conduct needs assessments with students and families to identify barriers to academic success
  • Address the needs of the school, student, families, and community by collaborating with the Student and Family Engagement staff, Counseling staff, and campus administrators to design a holistic approach to any barriers or problems with the educational process.
  • Develop long-term and short-term intervention plans consistent with academic goals; students’ needs, strengths, diversity and life experiences; and social and emotional factors.
  • Intervene for student success via such practices as crisis intervention and response, home visits, conflict resolution, and consultation
  • Assist students and families with accessing school and community services to promote academic success.
  • Provide services to students in ways that build upon individual strengths and offers students maximum opportunities to participate in the planning and direction of their own learning experience.
  • Utilize a variety of appropriate formal and informal tools and techniques including observations and interviews to evaluate the progress and performance of students and families.
  • Promotes family support of students’ learning experience within the context of multicultural understanding and competencies.
  • Advocate for students’ rights regarding equal access to education and related services
  • Ensure students and families impacted by economic hardships related to COVID-19 pandemic are provided appropriate services and referrals.

Outreach:
  • Inform school personnel, service providers, and community advocates about the affects homelessness has on a child’s educational success and how Irving ISD supports these students
  • Collaborate and coordinate with community service providers to assist with building a network of resources for students at risk of dropping out of school
  • Assist with professional development activities for school district and campus staff

Professional Practices:
  • Comply with all state and federal laws, local board policies, the NASW Code of Ethics, and the Texas Educators Code of Ethics
  • Demonstrate ability to communicate effectively (verbal and written).
  • Maintain professional and effective documentation of all services provided.
  • Analyze and interpret data regarding academic outcomes for target population.

EQUIPMENT USED: Computer, printer, projector, fax machine, scanner, copy machine

WORKING CONDITIONS:

Physical Demands: Frequent in-district and occasional in-state travel. Occasional prolonged and irregular hours.

Environment: Frequent home visits

Safety: Perform all duties in a safe and responsible manner. Observe all safety precautions.
