Position Description

One (1) Permanent–exempt, Full-time, Full-year position. Exempt employees are considered “at will” and serve at the discretion of the appointing officer.

This position is grant-funded and is funded on a yearly basis. Hours are subject to change after appointment dependent upon grant status

Under the direction of the Dean of Institutional Effectiveness, the 1823 Senior Administrative Analyst (Senior Research Analyst) conducts analysis and research, analyzes trends, and prepares reports to inform decision-making and planning and assess the effectiveness of various programs and institutional initiatives. In cooperation with other staff and departments, the Senior Research Analyst manages and creates complex reporting tools, develops innovative methods for conveying information, and helps facilitate dissemination of results to the college community. Strong analytical skills are required, including the capacity to exercise a high degree of independent judgment and creativity to develop and implement related projects, studies, and surveys in support of college planning and assessment of institutional effectiveness. Strong writing and communications skills are required, including the ability to communicate complex information to technical and non-technical audiences. Working closely with various groups at the college and using business intelligence tools, the Senior Research Analyst provides leadership in developing dynamic and user-driven reporting of institutional data and performs administrative technical configuration and support for reporting systems. This includes gathering requirements, defining reporting strategies, and acquiring fluency in adopting business intelligence and analytics technologies to support institutional and programmatic needs.

Job Duties
1. Performs data gathering and conducts complex data analysis from large electronic datasets or other sources; 2. Collaborates with stakeholders to define research needs in support of decision-making and planning and to assess the effectiveness of various programs and institutional initiatives; 3. Create descriptive and analytical reports on student enrollment and retention, learning and achievement, cohort and comparison group tracking, and institutional outcomes; 4. Develop research for evaluation of instructional and student support programs and services; 5. Design, build, and maintain data query tools for use by others; 6. Develop visual presentations of data/research; 7. Deliver small/large group presentations and lead discussions about research findings, data trends, statistical analyses, and environmental scans; 8. Assists with the design, implementation, and analysis of survey and focus group research; 9. Create and maintain systems and procedures for updating and refreshing institutional datasets; 10. Participate in managing department projects; 11. Provide leadership for the development and maintenance of a data warehouse for historical and trend analysis; and 12. Performs other duties as assigned.

Minimum Qualifications
1. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional-level analytical work as described in Note A.

SUBSTITUTION : Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis, and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Note: Work experience with the District as a College Work Study student or Lab Aide (3591 Classification) will not be considered or applied as qualifying experience.

Desirable Qualifications
1. Coursework in computer science, mathematics, statistics, business economics, psychology, or a related field. 2. Experience in teaching, curriculum development, and/or student support services. 3. Two (2) years of experience in research using qualitative and quantitative method. 4. Experienced in data gathering for student enrollment and retention.
5. Technical knowledge regarding database design and reporting systems including SQL or similar. 6. Experience managing large/complex research projects.

Benefits
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only ( STO ) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school-term-only ( STO ) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund ( RHCTF ).
