The San Francisco Planning Department is recruiting for one (1) Temporary Exempt (TEX) 1654 Accountant III position in our Finance Division.

Temporary Exempt (TEX). TEX position is excluded by the Charter from the competitive civil service examination pursuant to San Francisco Charter Section 10.104 and shall serve at the discretion of the Appointing Officer.

It is the intent of the Planning Department to fill this position as Permanent Civil Service (PCS) when the 1654 Accountant III eligible list is available. The candidate selected for this TEX position must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a PCS appointment.

Job Description


Under general direction of the Accountant IV, this class performs journey level, professional accounting work of a varied nature; makes decisions based on a comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and Government Financial Reporting Standards; performs duties of a moderate to high degree of complexity and diversity; interprets and explains existing accounting and fiscal policies and procedures and is responsible for preparing, reviewing and analyzing complex accounting records and reports. This position is responsible for accounting activities, including grants and impact fee accounting.

Essential duties include:

  • Coordinate and respond to all information requests and follow up on recommendations of financial audits.
  • Develop and communicate a variety of financial reports to management.
  • Review, analyze and process invoice payments, purchase orders, travel and other reimbursement requests, and other administrative documents.
  • Review and update all administrative and financial policies and procedures on a quarterly basis and communicate any changes with department staff.
  • Review, prepare and submit all required fiscal year end accounting transactions, and coordinate year end processing for the department.
  • Monitor grants activity, prepare and submit grant reports, billing, tracking, and processing, and ensure compliance with standards required by the grantor.
  • Monitor all impact fee accounting.
  • Act as the backup for other finance team members on a regular basis.

Key areas include:

Accounting Operations

  • Process payments accurately and within 30 days of the invoice received date.
  • Ensure purchase orders are properly created.
  • Review supplier compliance and assist suppliers.
  • Review procurement regularly and work with department employees to monitor procurement activities from start to finish.
  • Perform initial review of employee travel and reimbursements to ensure that they are prepared accurately and within the City’s policy guidelines. This includes assisting employees in submitting expense authorizations and expense reports.
  • Provide excellent customer service to department employees regarding all transactions and accounting guidance.
  • Review workorder billings each quarter and ensure timely payment to other departments for requesting workorders.

Special Revenue Accounting and Budgeting

  • Assist with the development of grant proposals and individual grant budgets.
  • Manage and oversee the Department’s special revenue accounting activities. Responsibilities include monitoring , communicating project status and budgets to the department, ensuring timely billing and proper reporting in the financial system.
  • Complete quarterly reconciliations and year-end reporting requirements, as required.
  • Adhere to all reporting and compliance requirements.
  • Serve as the primary liaison to grantors and communicate effectively with the grantors, project managers, other departments and outside agencies.
  • Serve as the primary liaison to the Interagency Plan Implementation Committee (IPIC) manager and staff.

Qualifications


1. A baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration, or related field. Such education must include eighteen(18) semester units or twenty-four ( 24) quarter units of coursework in accounting. AND

Four (4) years of professional accounting which includes analysis or problem solving. Experience must include: Working with an automated financial system, (preferably a government system) performing difficult and responsible accounting, as well as preparing financial records and reports. OR

2. City and County of San Francisco Employees with four (4) years of professional accounting experience including experience as a 1652 Accountant II.

AND

3. One year of Capital Projects/Grants Analysis and Application Management experience.

The above minimum qualifications reflect special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

Substitution:

A Master's degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.
