TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION

Under the Direction of the Director of Interpretation, this position is responsible for routine (journey-level) staff service work including contributing to the experience of all Texas State Park visitors by supporting the staff of eight teams within the Interpretative Service branch of Texas State Parks. This position is responsible for providing supervisory, consultative, and technical assistance related to procurement, contract management, budget management, administrative management, and HR oversight of the Interpretive Services Program. Complexity of work assigned, level of supervision, latitude for the use of initiative and independent judgement, and salary will be consistent with the purchasing classification level assigned as well the awarded level of authority for soliciting and awarding contracts per the TPWD agency procurement and contracting policy. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules regulations and procedures.

Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.


Experience:

Three years experience performing administrative support functions;

Experience in the procurement of goods and services;

Experience in customer service.


License:

Must be able to complete, within six months of employment, the Texas Basic Public Purchasing training offered by Texas Procurement and Support Services (TPASS);

Must seek and be granted TPWD Level II purchasing authority within 1-1.5 years;

Must seek and be granted TPWD Level III purchasing authority within 3 years;

Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.


PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree in Human Resources, Public or Business Administration or a closely related field.


Experience:

Experience in State of Texas purchasing;

Experience Managing others;

Experience in staff training;

Experience with CAPPS Financials and/or CAPPS HR functions.


Licensure:

Certified Texas Contract Developer License (Formerly Certified Texas Procurement Management).


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of purchasing methods and procedures;

Knowledge of state government personnel and accounting procedures and rules;

Knowledge of general office management, administrative, accounting and clerical procedures;

Knowledge of departmental policies and procedures;

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;

This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;

May be required to operate a State vehicle;

Required to travel 5% with possible overnight stays;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
