About the Position:

This position will assist California State Transportation Agency (CalSTA) Deputy Secretary for Environmental Policy & Housing in coordinating and advancing statewide transportation policy in alignment with the administration’s climate goals. CalSTA is responsible for working with partner agencies and departments to implement the Climate Action Plan for Transportation Infrastructure (CAPTI), in order to implement Executive Order N-19-19 and Executive Order N-79-20, which direct CalSTA to leverage transportation investments to meet our climate mitigation and adaptation goals. CalSTA is also responsible for coordination of a Housing & Transportation Working Group with the Business Consumer Services & Housing Agency (BCSH). The primary responsibilities of this position will be to support the Deputy Secretary for Environmental Policy & Housing with policy analysis, program support, interagency coordination related to climate mitigation and resilience, land use and housing issues, environmental policy issues, amongst others.

What You'll Do:

  • Serve as project manager of (including coordinating, tracking, compiling, and developing) an annual report documenting implementation progress on the CAPTI, due annually in the fall.
  • Ensure critical elements of project management, including accountability and responsibility associated with the CAPTI are clear to all stakeholders.
  • Ensure oversight function is aligned with CalSTA's leadership structure and decision-making processes and encompasses the entire project life cycle, defined structured roles, responsibilities and accountabilities within the project to include improved control, integration, and decision making.
  • Serve as project manager for the CAPTI metrics study in partnership with Caltrans and the Mineta Transportation Institute (MTI).
  • Continually develop and implement key performance indicators (KPIs) and metrics that are used by the organization to measure its performance against strategic goals and objectives, as well as best practice industry standards.
