Home Forward is seeking two (2) Resident Specialists. The Resident Specialist supports Home Forward's strategic and operational objectives in the following ways: To support, interact and communicate with a resident population who may have special needs including mental or physical disabilities and/ or substance abuse issues; to answer and response to resident concerns and questions regarding lease compliance, safety, disturbances on site, noise or unauthorized guests or other issues impacting residents or the community; to perform activities in support of resident Residential Services Plans; and to work closely with security staff to ensure resident and community safety. Both positions will be located at our Bud Clark Commons property.

About the Bud Clark Commons:
The Bud Clark Commons is a public partnership between the City of Portland, Home Forward and Transition Projects, Inc. ("TPI") to create a 90 bed men's shelter, a community resource center with programmatic services and 130 units of permanent supportive housing, all targeting the most medically vulnerable and chronically homeless citizens of our community. It is located at NW Broadway and Hoyt Street in Portland, OR. Through public funding sources, Home Forward develops and manages the entire project. Transition Projects is responsible for the services within the men's shelter and the day access center.

Some essential job functions include:
  • Support, interact and communicate with a resident population who may have special needs including mental or physical disabilities and/ or substance abuse issues. Answer and response to resident concerns and questions regarding lease compliance, safety, disturbances on site, noise or unauthorized guests or other issues impacting residents or the community.
  • Perform activities in support of resident Residential Services Plans. Ensure Resident and Community Services Coordinator(s) and/or other appropriate staff is kept informed of resident behavior. Compile accurate and appropriate information on resident behavior; ensure complied information is integrated into resident service charts and/or the Residential Services Plan as needed.
  • Work closely with security staff to ensure resident and community safety. Routinely patrol building interiors, exteriors and perimeters; maintain security logs and/or visitor check in/out logs as needed.
  • Respond to building system emergencies such as fire or emergency alarms; elevator and/or automatic doors malfunctions, water leaks, etc; report emergency maintenance problems to the after hours answering service; report any and all hazardous conditions to site staff.
  • Perform light housekeeping duties for the interior and exterior of the building, building common areas, offices and restrooms as needed.
  • Provide clerical and administrative support for staff. Organize and maintain a variety of files and records; file in accordance with established filing system indexes; enter a variety of data into computer systems; input corrections and updates; proofread data input and ensure accuracy and completeness.
  • Perform related duties and responsibilities as required.

COVID-19 Vaccination Requirement:
To protect the health of the community and employees, effective November 19, 2021, Home Forward requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exemption as a qualification of employment

This position is represented by AFSCME Local 3135 and will close on Thursday, February 16, 2023, at 11:59 p.m. Both are graveyard shifts with the following schedules:
  • Wednesday - Saturday, 12:00 AM - 8:30AM (32 hours per week)
  • Friday - Tuesday, 12:00 AM - 8:30AM (40 hours per week)

Compensation starts at $22.01 per hour; AFSCME employees whose regular work assignment is at the Bud Clark Commons will receive 5% premium pay in addition to their base wage.

Education & Experience Guidelines

EDUCATION AND EXPERIENCE GUIDELINES:


Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education :
The equivalent of the completion of the 12th grade. Alternative education and experience qualifications welcome.
Experience :
One year of property management and/or customer service experience in a social service setting. Alternative education and experience qualifications welcome.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Environment:
Duties are performed in public housing or affordable housing property and may involve day-to-day interactions with distressed, disabled, and escalated clients. Incumbents require sufficient mobility to work in a public housing and an office setting and operate office equipment; sit for extended periods of time; perform repetitive motion of hands and wrists.
Physical :
Must have sufficient mobility to complete unit and property inspections. Incumbents require sufficient mobility to work in an office setting, operate office equipment, to patrol the building interior and exterior and to climb stairs.

Vision:
Vision sufficient to read small print, computer screens and other printed documents.

SUPERVISION RECEIVED AND EXERCISED:
Receives supervision from the Community Services Program Supervisor.

Employer Sponsored Time
Effective January 1, 2023, employees normally scheduled to work a full FTE (40 hours per week) are eligible for 2.5 hours of Employer Sponsored Time (EST) per week. This will reduce the work week to 37.5 without a reduction in pay or accurals. The intention of EST is to allow flexibility and achieve more balance. EST is intended as a way for employees to manage personal needs during the week. There are no restrictions about how EST can be used. When illness and medical appointment occur, we encourage employees to use other forms of paid leave in addition to their EST.


Paid Parental Leave
???????Regular full-time employees working at least 32 hours a week that have worked for Home Forward for one year and are approved for a leave for pregnancy disability or prenatal care, parental leave, leave to care for a spouse or partner experiencing pregnancy disability or needing prenatal care, and/or the adoption of and/or placement of foster children will receive a single credit of 160 hours (4 weeks) of sick leave per leave year added to their sick leave bank on the pay period after Home Forward's approval of their leave.


Deferred Compensation
Employees may also participate in Home Forward's 457 Deferred Compensation plan, a tax-deferred retirement savings option available through payroll deduction. We contribute a $750 match to your deferred compensation/457b plan each year.

Tuition Reimbursement Program
Home Forward believes that providing training and educational opportunities for all employees will enhance the agency as a whole. Any regular employee scheduled to work at least 20 hours a week is eligible for the Tuition Reimbursement Program.

Time Off
Home Forward provides 16 paid holidays each year.

Sick leave accrues at the rate of 4.34 hours per pay period for regular full-time employees, or the equivalent of 13 days per year.

Paid vacation leave accrues at the rate of 3.34 hours per pay period, the equivalent of 10 days or two weeks per year for the first five years of employment. After six months of employment, an additional 3 personal days are added to your vacation balance, and then every first of the year thereafter. Part-time employees accrue sick and vacation leave on a pro-rated basis.

Flexible Benefit Plans
In addition to health, dental and vision insurance, employees may be eligible to participate in flexible spending accounts. The pre-tax payroll deductions can be used to pay for qualified healthcare or dependent day care expenses up to the maximum per plan year as established by the IRS.

Public Transit Discount
Home Forward allows employees to obtain a discounted annual all-zone TriMet transit pass and pay for the pass with pre-tax dollars through payroll deductions.

Short-term and Long-term Disability Insurance
Short-term and long-term disability insurance is available to all regular employees working more than 20 hours per week.

Life and Accidental Death Insurance
Regular full-time employees are provided with life and accidental death and dismemberment insurance. Home Forward pays the full cost of basic employee coverage (up to $150, 000). Supplemental coverage is available for the employee, spouse and/or domestic partner or children of the employee at the employee's expense.
