General Summary Statement

The Talent Acquisition Specialist is primarily responsible for recruitment and placement of qualified staff for Chester County Hospital. The Talent Acquisition Specialist will source, screen and make hiring recommendations in consultation with hiring managers. The Talent Acquisition Specialist utilizes best practices in the recruitment of staff and management in areas such as nursing, allied health, service, trades, and support services.

While working under moderate supervision, the Talent Acquisition Specialist is a business partner to hiring manager in the support of staffing strategies, regulatory compliance and special projects to support the mission, vision and values of Chester County Hospital.

Essential Duties and Responsibilities

  • Efficiently and effectively source, screen and consults with hiring manager to identify top talent. Conducts regular follow-up with managers to advise and determine the effectiveness of recruiting plans and staffing strategies.
  • Produces postings to attract the best potential candidates; uses strategies likely to increase the visibility of positions on the web and in social media.
  • Advises managers and leaders in the selection of internal and external candidates in accordance with all internal practices and applicable standards, laws and regulations.
  • Evaluate and further improve current recruitment and selection processes; and engaged in promoting first year retention of new employees/transfers.
  • Collaborates with hiring managers to ensure compliance of policy and procedure, and best practices related to recruitment and selection. Meets the HROD department’s service agreement with hiring managers.
  • Conducts candidate screenings, interviews and facilitates interview debriefing with hiring managers.
  • Supports the preparation and delivery of the candidate employment offer and initiates the onboarding process in collaboration with the hiring manager, staff development instructors and HROD Managers, including the Compensation Manager.
  • Utilizes the applicant tracking system and leverages technology to create efficiency in the recruitment process.
  • Assists in planning and execution of the New Employee Orientation program and special recruiting events.
  • Determines applicant requirements by studying job description and job qualifications.
  • Determines applicant qualifications by conducting legal interviews with applicants; analyzing responses; verifying references; comparing qualifications to job requirements.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Conducts regular audits and verifications of employee records to support regulatory compliance including licenses, certifications and registrations.
  • Collects and presents recruitment related data accurately, clearly in a method easily understood.
  • Provides coverage for the Employment Coordinator as needed.
  • Other duties as assigned.

Education Training and Experience

  • BA/BS required, certification in Human Resources preferred.
  • A minimum of one (1) year full life-cycle recruiting experience or Human Resources operations experience required.
  • Proven expertise with common tools, processes and applications used in full life-cycle recruiting (i.e. ATS systems, social networking, etc.).
  • Ability to work under tight deadlines in a fast-paced environment. Self-starter; capable of prioritizing own work and/or problems simultaneously, able to work in complex and ambiguous environment that is fast changing.
  • Good team player; must have good interpersonal skills and be able to work effectively with managers, associates and personnel at all facilities throughout the company; strong client management mindset.

Skill Requirements:

  • Ability to interact and collaborate with all levels of management and staff required. A high level technical fluency is required. Must possess the personal presence to represent UPHS in a variety of recruiting related situations including in person and virtual situations. Must be able to work with a high volume of open positions in a seamless manner and provide on-going feedback and counsel to hiring managers.
    • Ability to make sound decisions and use independent judgment.
    • Proficient with Microsoft Office software (Outlook, Word, Excel, PowerPoint)
    • Must have a thorough understanding of legal implications of recruitment and selection processes. Understands and can communicate key UPHS initiatives and business objectives
