GENERAL STATEMENT OF JOB

Gathers and inputs data pertaining to stormwater and other infrastructure owned by the County; researches and prepares reports on infrastructure condition.

ESSENTIAL JOB FUNCTIONS
  • Obtains field data of County maintained stormwater infrastructure.
  • Gathers information necessary for various studies and reports.
  • Inputs data into infrastructure databases.
  • Assists with the administration of infrastructure databases.
  • Investigates reported failures or improperly functioning stormwater infrastructure.
  • Prepares reports as directed.
  • Conducts stormwater inspections for compliance with regulatory agencies and County policies and procedures.
  • Responds to inquiries and complaints from the public, utility companies, developers and contractors.
  • Participates in audits conducted by the Florida Department of Environmental Protection.
  • Collects, maintains, and identifies data and information for regulatory reporting.
  • Participates in meetings and audits with regulatory agencies.
  • Performs other duties as assigned.
MINIMUM TRAINING AND EXPERIENCE

Education, Training, and Experience:Associate’s degree with coursework emphasis in surveying, environmental science, technical engineering or related field; supplemented by three (3) years of progressively responsible experience in surveying, stormwater infrastructure, drainage maintenance, environmental science; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience with geographical mapping encouraged.

Licenses and/or Certifications: Requires a valid driver license. Stormwater Inspector certification must be acquired within one (1) year of hire.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be able to exert 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or a negligible amount up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. Requires the ability to traverse irregular or uneven terrain. Must be able to bend body downward and forward by bending spine at the waist and by bending at the legs and spine, requiring full use of the lower extremities and back muscles. Must be able to bend legs at knees to come to rest on knee(s). Requires the ability to reach, extending hand(s) in any direction; must be able to handle, seize, hold, grasp, turn, or otherwise work with hand(s). Must be able to pick, pinch or otherwise work primarily with fingers rather than with the whole hand or arm. Must be able to walk approximately 50% of the time. Physical demands are essentially those of sedentary work.

Language Ability: Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to prepare reports, correspondence, etc., with proper format, punctuation, spelling, and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others.

Intelligence: Requires the ability to apply principles of engineering and common sense understanding to carry out detailed and involved written or oral instructions; to deal with problems involving a few concrete variables in or from standardized situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Numerical Aptitude: Must be able to add and subtract totals, multiply and divide, calculate percentages and decimals.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency or tight deadline. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
