The City of St. Petersburg Engineering & Capital Improvements Department is one of 171 American Public Works Association (APWA) certified agencies in the nation and we continue to grow, delivering award winning projects such as the internationally recognized new St. Pete Pier, as well as awards for infrastructure upgrades and sustainability. The Engineering & Capital Improvements Department will be embarking on major infrastructure projects and extensive system capacity upgrades, implementing both the integrated water and wastewater master plan which includes water, wastewater, reclaimed water, and stormwater master plans. Also included in this infrastructure upgrades are roads, bridges, and seawalls, as well as vertical assets such as the new Shore Acres Recreational Center, all focused on resiliency and sustainability.

With such a major replacement and upgrade program, the City of St. Petersburg Engineering & Capital Improvements Department is looking to expand its team to include additional Engineers, Project Managers, Architects, and other essential staff to be part of delivering and advancing its community into a new era.

This is responsible professional supervision of plan review activities to ensure compliance with applicable codes and ordinances. Work involves developing and implementing divisional policies and procedures; conducting occasional site visits to investigate a complaint or determine a resolution; and studying new materials, methods, codes, and applications of building construction to keep abreast of modern developments. Work includes technical office, field and public contact work involving the review and monitoring of different facets of construction, public works or civil engineering permitting activities, related to City projects, including construction, alterations, maintenance, and repair. Work involves blueprint, plan and permit reviews to secure compliance with city, county, state, and federal ordinances and rules; making recommendations for changes to ensure compliance; coordinating with State Agencies, including the Department of Transportation, to provide information on required permits for projects within the City limits; and performing investigations to verify planning regulation and ordinance conformance, including site visits, reviewing plans in relation to construction in progress and communicating with Civil Engineers. Work includes working with citizens and communities regarding coastal, lake and seawall permitting; conferring and corresponding with architects, builders, contactors, and the public regarding regulatory standards governing projects; and providing information by phone and in person to contractors and the public. This position requires the exercise of considerable independent judgment, initiative, and ingenuity; productive interaction with City employees, other governmental agencies, consultants, contractors, design professionals and the public; the ability to competently and independently manage a workload that may include competing demands and challenging deadlines; the application of civil engineering and permitting knowledge; and preparing and maintaining detailed reports on projects. Work also involves supervision, including the selection, placement, training, development, safety, and discipline of assigned employees engaged in related activities; participating in the analysis and adjustment of assigned budgets; serving as a research and compliance advisor to other work units; and providing technical training across all departments that share responsibility for related processes and compliance.

Salary: $70,554 - $113,506 Hourly

To Qualify

Minimum Qualifications. Applicants must:

  • Have ten (10) years of combined education and work experience in the Civil Engineering design field performing engineering plans review work for civil engineering and capital improvement projects related to a government entity, preferably with prior experience in Florida Department of Transportation related projects.
  • Possess a valid high school diploma or GED equivalency.
Possess and maintain a valid driver's license.
  • Possess a FDEP Stormwater Erosion Control & Sedimentation Control Inspector License or obtain the license within six (6) months of appointment to the position.
  • Have considerable knowledge of modern engineering methods, techniques and instruments as applied to the design, construction, and maintenance of related projects.
  • Have thorough knowledge of municipal codes, building codes, ordinances and administrative regulations governing the construction, maintenance, and alteration of commercial and residential site work, underground utilities, storm water management.
  • Have some supervisory experience.
  • Be able to interpret and explain applicable codes, regulations, and policies to contractors, homeowners, design professionals, other regulatory agencies, and the general public.
  • Be able to read and interpret plans, specifications, and blueprints.
  • Be skilled in the use of a personal computer to keep records, conduct research, communicate via email, and prepare reports and correspondence.
  • Be able to prepare and accurately maintain moderately complex records, reports, and case files.
  • Have the ability to communicate clearly and concisely, orally and in writing.

Desirable Qualifications. Preferred applicants:

  • Have considerable experience in building construction or experience as a Civil Site Inspector or Civil Engineer.
  • Have thorough knowledge of the principles, methods, and materials involved in the construction industry.
  • Have some knowledge of the legal procedures related to enforcement of City Codes, ordinances, and other related codes.
