The State of New Hampshire, Department of Health and Human Services, Division of Medicaid Services has a part time vacancy for Administrator II.


SUMMARY:

To administer agency objectives by planning short and long term goals and with the development of strategic Medicaid initiatives for the Office of Medicaid Services, including but not limited to, policy development specific to the development and implementation of new and ongoing programs and processes. To act as the official representative for Office of Medicaid Services. Reports to the Medicaid Director and Deputy.

RESPONSIBILITIES:

Administers and develops major aspects of long-range Medicaid Program policy objectives, requiring high level knowledge and analysis of a broad range of state and federal laws, regulations, policy and guidelines, in order to ensure statewide standards, procedures and program services for Medicaid initiatives.

Acts as an official representative of the Office of Medicaid Services for Managed Long Term Services and supports, the Granite Advantage Health Care Program, the Delivery System Reform Incentive Payment Program, and other Medicaid programs. Develops methodologies for evaluating program services, cost effectiveness, and implementation of federal laws, regulations, polices and guidelines to ensure their appropriate application to Medicaid initiatives.

Explains program goals and objectives to the public and stakeholders including legislators, advocates, and other state agencies. Prepares and presents public defense of proposed changes in Medicaid Program policy objectives and regulations, including testifying on legislative bills in the interest of the Office of Medicaid Services, as necessary.

Analyzes and develops outreach strategies for the public and for stakeholder engagement; reviews feedback, recommendations, and comments in order to inform the development of policy responses. Presents information and training on Medicaid Program policy objectives as necessary.

Administers and oversees of the Medical Care Advisory Committee, a federally mandated public advisory group established to advise the Medicaid Director regarding New Hampshire Medicaid policy and planning.

Administers and oversees the Statewide Behavioral Health Workforce Capacity Taskforce, established under the Delivery System Reform Incentive Payment Program.

Prepares and presents training to the public, stakeholders, representatives and other interested public sector parties pertaining to health policy development in general and to Medicaid programs and initiatives specifically.

MINIMUM QUALIFICATIONS:

Education: Master’s degree from an accredited college or university with major study in Public Administration, Business Administration, Human Services, Health-Care administration, or a related field.

Experience: Six years’ experience in field of public administration, business administration, human services administration, health-care administration or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

Education: Bachelor’s degree from an accredited college or university with major study in Public Administration, Business Administration, Human Services, Health-Care administration, or a related field.


Experience: Seven years’ experience in field of public administration, business administration, human services administration, health-care administration or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Must possess a valid driver's license.

PREFERRED QUALIFICATIONS:

Demonstrated understanding of the Federal and New Hampshire legislative and regulatory process.

Demonstrated understanding of health policy development in general and Medicaid specifically in the public sector.

Excellent ability to clearly and concisely express ideas both verbally and in writing. Ability to speak before public groups.

Ability to establish and maintain effective working relationships with federal, state, and other public officials.

Ability to establish and maintain effective working relationships with stakeholders, co-workers, and the public.
