The University of Maryland, Baltimore (UMB), Office of Change Management & Advisory Services is seeking to fill two Management Advisory Professional positions (Associate Analyst, Analyst, or Senior Analyst) to provide consulting oversight services to campus departments with any audit, compliance, and general fiscal or operational matters. This position will have oversight regarding evaluating policies and procedures, assessing internal controls and business practices, and identifying opportunities for improvement.

Associate Management Advisory Primary Duties:
- Support MAS in its mission of providing oversight and assistance to campus departments using a service-oriented approach.
- Assist with the purchasing card (pcard) compliance monitoring function, including periodic targeted/topic specific reviews and general continuous monitoring of pcard activity.
- Assist with data analysis of pcard, travel, and other financial or programmatic data to identify risk areas and/or specific transactions warranting further follow-up.
- Assist with the completion of complex and/or specialized financial, operational, and/or internal control reviews to ensure compliance with State and institutional policies and procedures.
- Effectively communicate with UMB staff and external contacts of all levels while maintaining a professional demeanor. Ensure written communications are clear and accurate.
- Support the MAS department by participating in other reviews and monitoring functions as needs are identified.
- Assist MAS’ sister department (Organizational Change Management) with change management support as needed.
- Document work performed and results obtained in a clear, concise, and technically correct manner.
- Proactively keep supervisor informed of work progress; must be able to multi-task.
- Perform other duties as assigned.
Management Advisory Primary Duties:
- Support MAS in its mission of providing oversight and assistance to campus departments using a service-oriented approach.
- With minimal supervision, complete purchasing card (pcard) compliance monitoring functions, including periodic targeted/topic specific reviews and general continuous monitoring of pcard activity.
- Perform data analysis of pcard, travel, and other financial or programmatic data to identify risk areas and/or specific transactions warranting further follow-up.
- Perform or assist with complex and/or specialized financial, operational, and/or internal control reviews to evaluate compliance with State and institutional policies and procedures.
- Effectively communicate with UMB staff and external contacts of all levels while maintaining a professional demeanor. Prepare clear and refined written communications to effectively convey issues identified and the importance of changes.
- Exhibit creativity in exploring and suggesting solutions to business challenges.
- Assist with preparation for, and follow up after, USM internal audits and other audits as needed.
- Assist with evaluating instances of suspected fraud or misappropriation.
- Support the MAS department by performing other reviews and monitoring functions as needs are identified.
- Assist MAS’ sister department (Organizational Change Management) with change management support as needed.
- Document work performed and results obtained in a clear, concise, and technically correct manner.
- Proactively keep supervisor informed of progress; must be able to work independently and multi-task.
- Perform other duties as assigned.
Senior Management Advisory Analyst Primary Duties:
- Support MAS in its mission of providing oversight and assistance to campus departments using a service-oriented approach.
- Develop, administer, and oversee the purchasing card (pcard) compliance monitoring function. Using a risk-based approach and working with Management Advisory Services (MAS) management, develop the review methodology and related procedures, as well as the annual periodic review plan and continuous monitoring efforts. Execute the plan, making appropriate adjustments, if needed, and identify key issues that should be pursued further.
- Perform/review data analysis to identify risk areas and methods of selecting transactions.
- Compile for periodic distribution to UMB management, statistics summarizing the pcard compliance monitoring results, highlighting any non-compliance trends that could adversely affect future audit results and require further management consideration.
- Conduct or oversee complex and/or specialized financial, operational, and/or internal control reviews to ensure compliance with State and institutional policies and procedures, identify root causes of weaknesses, make recommendations for improvements, and assist in the associated implementation, as necessary.
- Effectively communicate with UMB staff and external contacts of all levels while maintaining a professional demeanor. Prepare clear and refined written communications to effectively convey issues identified and the importance of changes.
- Participate in collaborations with other UMB departments to recommend policy/procedure enhancements where needed.
- Exhibit a high degree of creativity in identifying solutions to business challenges.
- Assist with MAS’ responsibility to prepare for, coordinate, monitor, and respond to USM and legislative audits.
- Evaluate instances of suspected fraud or misappropriation.
- Assist in the development and implementation of training programs as needs are identified.
- Support the MAS department by designing or participating in other reviews and monitoring functions as needs are identified.
- Assist MAS’ sister department (Organizational Change Management) with change management support as needed.
- Document work performed and results obtained in a clear, concise, and technically correct manner.
- Proactively keep supervisor informed of progress; must be able to work independently and be self-motivated while managing multiple projects.
- May be called on to supervise Associate Management Advisory Analyst or train MAS Analyst new hires and keep management informed of performance.
- Perform other duties as assigned.
Associate Management Advisory Analyst Minimum Qualifications:
- Education: Bachelor’s degree in Accounting, Business Administration, Business, Finance, or related field.
- Experience in Lieu of Education: Four (4) years of auditing, assessment of internal controls, compliance monitoring, or financial analysis experience in higher education (USM/UMB preferred) may be substituted for a bachelor's degree.
- Experience with Bachelor's: Prior experience with auditing, assessment of internal controls, compliance monitoring, or financial analysis experience is preferred. Higher education or governmental setting experience is preferred.

- Education: Bachelor’s degree in Accounting, Business Administration, Business, Finance, or related field. Master's degree is preferred.

- Experience with Bachelor's: Two (2) years of auditing, assessment of internal controls, compliance monitoring or financial analysis experience is required. Higher education or governmental setting experience is preferred.
- Additional certifications: CPA or CIA is preferred.
Senior Management Advisory Analyst Minimum Qualifications:
- Education: Bachelor’s degree in Accounting, Business Administration, Business, Finance, or related field. Master's degree is preferred.
