Job Description:

Subject matter expert with comprehensive knowledge of job area and in-depth knowledge of program planning/scheduling and project management. Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction. Develops and maintains plans and schedules, performs risk analysis, identifies and resolves critical path and network logic conflicts. Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas. Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches. Makes significant improvements in processes, systems, or products. Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results.

Essential Functions:

  • Work with Program Management Office to develop tools and techniques for the creation of standard Integrated Master Schedules that will include standard phases and gates, contract data requirements, materials detail, linkage to a standard work breakdown structure, resource loading, and the capability to perform earned value analysis on complex development programs as well as production programs.
  • Perform regular analysis of program schedules to evaluate program and enterprise wide resource needs through the integration of all program schedules including metrics on schedule status, critical path analysis, schedule variance analysis, network logic validation and program baseline maintenance including support of Earned Value Management performance metrics.
  • Demonstrated Experience on programs with responsibility for development and execution of the IMS, including setup, baseline management and update, schedule analysis, critical path analysis, SRAs, and CDRL deliveries
  • Develop integrated master schedules using SOW and WBS.
  • Performs schedule analysis in support of assigned programs or projects, including Critical Path and Driving Path Analysis, Schedule Variance analysis, and “What if” analysis.
  • Ensures major projects and program schedules and plans are integrated across company functional groups including finance, engineering, material, manufacturing, and quality.
  • Tracks plans and schedules, performs risk analysis, identifies and resolves critical path and network logic conflicts. Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
  • Ensures compliance with internal program procedures and project control system guidelines.
  • May lead or participate in scheduling status reviews.
  • Ability to travel 15% of the time.

Qualifications:

  • Requires comprehensive level knowledge of job area typically obtained through advanced education combined with experience.
  • May have in-depth knowledge of project management.
  • Bachelor’s Degree and minimum 9 years of prior relevant experience .
  • Graduate Degree and a minimum of 7 years of prior related experience.

Preferred Additional Skills:

  • Skilled in the use of Microsoft Project, Excel, Milestones Professional and PowerPoint
  • Experience with Integrated Program Management Data and Analysis Report (IPMDAR) strongly desired
  • Experience with schedule health metrics (e.g. DCMA 14- Point assessment; DCMA EVMS Compliance Metric (DECM) and Schedule Metric Analysis – such as BEI, CPLI, SPI, etc
  • Knowledge of Cobra interfaces, change control processes, rolling waves, CDRL deliverables and Integrated Baseline Reviews (IBR)
  • Ability to obtain Secret Clearance

In compliance with pay transparency requirements, the salary range for this role is $110,500 - $205,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
