Job Description
The IT Associate IV is responsible for reviewing Countywide or large Departmental systems or requests for such systems. Incumbents may coordinate projects between end-users and the IT Department and also assist in the formation of business cases. This position will require knowledge of: computers and applicable software applications, operating systems, computer networks, applicable programming principles and/or languages, system development processes and tools, project management principles, application development processes and tools, and analytical methods.

Essential Duties:
  • Serves as a lead to staff to include assigning and monitoring work and providing direction. Some positions may supervise lower level staff.
  • Plans, analyzes, develops, programs, modifies, tests, debugs, and implements complex computer systems; defines requirements for creative, logical, and effective solutions; confers with management to determine feasibility of recommendations.
  • Assists with problem and/or process identification and definition. Analyzes system problems and takes corrective action.
  • Provides technical direction in information modeling concepts, data access, information system interfaces, and reporting tools.
  • Maintains and administers databases and associated tables.
  • Maintains security access to computer system information.
  • Manages projects to include performing related research, preparing and administering budgets, performing analysis, preparing bids, selecting vendors, managing outside consultants and determining requirements.
  • Develops and documents data standards; prepares documentation for new systems and system modifications in accordance with established County standards and procedures.
  • Participates in/on a variety of meetings and/or committees.
  • Evaluates hardware and/or software for improvements and possible modifications; plans and develops third party systems deployment; trains users.
Minimum Qualifications
  • Bachelor's Degree in a Business Administration, Computer Science, or related field;
  • Four years of progressively responsible, professional level analyst and systems experience;
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
  • Valid Driver's License in State of residency

The County Administrator and County Attorney are appointed by the Board of Commissioners and serve at its pleasure. To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
