The Health, Safety and Emergency Response Supervisor will provide dedicated HSE support and deliver timely, high-quality HSE solutions to the Los Angeles Refinery.
Responsibilities May Include:
Provide on-shift HSE&ER supervision to the refinery workforce including HSE&ER Supervisor roles related to Confined Space Entry, Safe Work Execution Plan (SWEP), Work Authorization, Safe Work Plan, Risk Assessment Meeting (RAM) and other related HSE&ER issues
Provide on-scene security incident information to the refinery Site Security Lead during off-hours
Coordinate and provide turnaround and project safety leadership, supervision, and support
Serve as On-scene Commander for Level 1 & 2 emergency response situations, including on-scene environmental incidents
Interface with representatives from federal, state and local regulatory agencies and both the City of Los Angeles and Los Angeles County fire departments regarding refinery incidents
Site responsibility for representing Refinery Management to stakeholders regarding HSE&ER issues during off-hours
Accountable for coordinating on-site and off-site emergency response teams and resources
Site responsibility for conducting HS &ER training for Phillips 66 refinery personnel / groups and Contractor Site Specific Orientation
Site leadership for implementing and enforcing HSE&ER Policies/Procedures, company standards and regulations
Accountable for conducting quality shift HSE&ER handovers and maintaining Shift Log to communicate shift issues, conditions, actions taken, decisions made
Demonstrate visibility, support, and guidance at shift, turnaround, & special project meetings and briefings
Site responsibility for managing and documenting initial Incident Investigation efforts
Accountable for knowing, consulting, and observing safe work practices
Complete Patient Assessment Forms for medical responses
Lead and document incident critiques following emergencies, drills, and exercises
Accountable for investigating/monitoring, and documenting of on-site and off-site odor, noise and other nuisance complaints
Maintain a high level of HSE &ER knowledge and expertise through periodic job function or focused training or skill development including certifications in First Aid/CPR/AED
Assist Industrial Hygienist in conducting and providing written or electronic data for respirator fit tests, lighting surveys, noise surveys, and exposure monitoring
Supervise and document weekly inventory checklist of emergency response equipment operability, and submission of repair requests for non-compliant or substandard equipment status
Lead monthly Fire Extinguisher Equipment Inspection of Administration, Health Safety and Fire Station Buildings, Warehouse, Change Room, Lab, Maintenance and Human Resources (HR) Buildings
Weekly emergency response vehicle audits and maintenance of equipment and storage
Lead the physical condition audits of emergency equipment and lighting
Coordinate 3rd party fire suppression system contractors with hydrant flushing, monitoring flowing, fire extinguisher testing/certification, deluge system testing, fire pump flow testing, pumper testing, fire hose testing and fixed systems testing/inspection (Halon/Sprinklers) including supervision of this work performed on-shift
Facilitate fire water system maintenance and repairs activities
Participation in periodic self- evaluation, Gap Assessments, Auditing programs (i.e., Plant General Inspections (PGIs), HSE self audits, corporate audits, etc.)
Accountable for writing maintenance notifications on equipment/system deficiencies
Required Qualifications:
Legally authorized to work in the job posting country
High school diploma or GED equivalent
5 or more years of direct experience in refining and/or chemical industry
Valid in-state driver’s license
Willing and able to represent Refinery Management to employees, contractors, regulatory agencies, and other stakeholders regarding HSE issues during off-hours
Willing and able to work a 12-hour rotating shift, including weekends and holidays – employees generally work 48 hours one week, 36 hours the next, rotating between days and nights
Willing and able to participate in job function training and skill development including periodic off-site and overnight travel
Willing and able to successfully complete Chemical-terrorism Vulnerability Information (CVI) Authorized User Training
Willing and able to obtain any necessary credentials required under the MTSA Securing Programs

Preferred Qualifications:
Bachelor’s degree in Safety or a related field
Intermediate level of proficiency with Microsoft Office (Word, Excel, Outlook)
Intermediate level of proficiency with SAP
Strong interpersonal and communication skills, ability to interact with multiple layers of organizations
Prior leadership experience
Experience as an emergency response team lead, Emergency Medical Technical (EMT), Tank Entry Supervisor (TES), Occupational Health Safety Technician or Manager (OHST/M), Associate Safety Professional (ASP) or Certified Safety Professional (CSP) or applicable Occupational Safety & Health Administration (OSHA) certifications
Federal Emergency Management Administration (FEMA), National Incident Management System (NIMS), Incident Command System (ICS) training
Certified Fire Inspector
Emergency Medical Technician (EMT) Certification
Occupational Hygiene and Safety Technicians (OHST) certification
Industrial Hygiene Technician certification
Knowledge of and experience in safety, occupation health and fire protection
Direct supervisory experience
Direct experience in a safety related position
Strong desire to positively influence workplace safety
Proven leadership ability
The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.

Compensation
The base pay range for this role is $99,000.00 - $125,000.00 per year depending on a candidate's relevant work experience and education.
