GEOGRAPHIC INFORMATION SYSTEM SPECIALIST

The GIS Specialist (GIS-S) is dedicated to specific and intense training in GIS applications for the Gallatin County Address Reference System (ARS) and NG911. The GIS-S serves as the geospatial expert in addressing and 911 for Gallatin County. In this capacity, the position provides technical assistance to members of the public, County staff, and others. The GIS-S is the primary administrator of the geospatial infrastructure of the ARS and related NG911 data involving (geo)database administration and geospatial analytics applications. Supervision of this position is provided by the GIS Supervisor under the direction of the Chief Planning Officer. This position does not supervise other County personnel.

All duties below are essential functions unless otherwise indicated.

ADDRESSING AND 911 SYSTEM ADMINISTRATION – 85%

· Serves as the technical expert in addressing/911 and supporting geospatial applications and technologies.

· Utilizes Python and Model Builder workflows to accomplish geospatial tasks efficiently.

· Produces cartographic and analytical products for address/911 stakeholders.

· Manages ArcGIS Enterprise geodatabases in support of addressing/911 and elections.

· Develops and implements plans for migrating current address/911 geospatial system to NG911 compliant system.

· Reviews development plans for addressing, road naming, and emergency response planning and incorporates new developments into the address system with attention to detail, critical thinking, and problem solving.

· Creates, maintains, and analyzes all geospatial and tabular data supporting addressing/911 and other relevant data.

· Provides technical assistance for address/911 stakeholders.

· Administers the Master Structure Address Guide (MSAG) and Computer Aided Dispatch (CAD) for address/911 stakeholders.

· Keeps abreast of and participates in local, state, and federal developments that may affect addressing/911 and GIS, such as NG911 adoption, new GIS-centric elections systems, development of state-level addressing standards, and ongoing development of National Emergency Number Association (NENA) standards.

· Administers forms, processes, and records related to addressing/911.

· Works with GIS colleagues to improve standards and practices pertaining to addressing and 911 support. Identifies opportunities to make addressing and/or 911-related processes more efficient. Helps recommend, test, and implement solutions.

· Coordinates with GIS staff to migrate GIS infrastructure as needed.

· Produces and maintains all address/911 communications and reports.

· May independently or collaboratively conduct field work via GPS/GNSS to support addressing and 911 functions.

OTHER GIS WORK – 10%

· Collaborates with other GIS staff to develop the Gallatin County GIS Program.

· Creates and maintains data, analyses, and cartographic products for other functions, requests, and projects. These may include, but are not limited to, general map and data requests from first-responders, federal agencies, County Commissioners, and the public; standard large-format paper maps for sale by the GIS Office; datasets for use by State of Montana agencies; and other similar requests.

· Maintains basic understanding of how work processes in County departments (such as permitting or platting) have tie-ins to GIS datasets such as zoning, floodplains, parcels, cadastral, irrigation, etc. May participate in the upkeep or dissemination of these data sets and related map products.

· May train others in technical GIS processes (e.g. data maintenance) or procedural best-practices.

· Participates in general GIS outreach and coordination with Gallatin County agencies, municipal governments, neighboring county governments, state agencies, and/or federal agencies.

OFFICE ADMINISTRATION – 5%

· Provides administrative support for the GIS Office, including but not limited to: general front desk customer support; answering phones; receiving and tracking documents; and responding to requests.

OTHER DUTIES AS ASSIGNED

Performs a variety of other duties as assigned by supervisor. This includes, but is not limited to, participating in special projects, occasionally filling in for other employees, performing training, or other similar tasks. If the County Commission proclaims an emergency, County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.

MINIMUM QUALIFICATIONS: This position requires knowledge of geography, cartography, and contemporary GIS practices; common addressing scheme, paradigms, and role in elections and 911; knowledge of land records and property; GIS data management; Geospatial analysis; ESRI GIS software. Knowledge of MS Office products and other general office tools is essential. Knowledge of relational databases (Access, SQL Server), Adobe Creative Cloud, and AutoCAD is highly beneficial but not required.

EDUCATION & EXPERIENCE: The required knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to a bachelor’s degree in geography, cartography, planning, engineering, computer science, or a related field plus two (2) years of experience in GIS operations, including ArcGIS applications. Interest in and pursuit of certification as a GISP is highly desired. Knowledge and experience with addressing standards and practices, 911 operations, and/or government land records is preferred. This position must maintain a valid Montana driver’s license.

Supplemental Information:

Paid Parental Leave (PPL)- In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Gallatin County provides 240 hours of PPL to eligible full-time employees. The hours are pro-rated for part-time employees.
