The Fiscal Specialist is devoted to providing paraprofessional fiscal support and fiscal analysis and management. Incumbents provide semi- skilled and skilled technical accounting support. Work may include reconciling invoices with purchase orders; reconciling financial transactions; processing payments; entering and/or correcting accounting entries; processing refunds; providing quality assurance for billing; assisting in the testing and implementation of computerized accounting system changes; initiating weekly payment cycles, as assigned; and maintaining files and records.

Duties and Responsibilities

  • Enters, updates, queries, reviews, analyzes and/or verifies system or other data, statements, and forms; performs audits of procedures, transactions, document and/or data.
  • Researches information and documents discrepancies; reconciles payments, accounts, transactions and/or financial information; processes exceptions, makes corrections and resolves errors.
  • Reviews and routes service-related and other fiscal documents; prepares and/or processes invoices, vouchers, billing, payments, reimbursement requests, refunds, and/or adjustments.
  • Prepares requisitions and enters work orders; reviews vendor quotes; monitors contracts and licensing renewals; assists in administration of maintenance contracts.
  • Provides internal and external customer support; responds to inquiries; provides information and instruction related to accounts, policies, procedures and/or processes in assigned area of responsibility; refers complex requests to appropriate resource.
  • May perform collection activities and prepare payment plans.
  • Prepares and/or maintains files, records, reports, spreadsheets, accounts and/or documents; maintains aging or status reports; sends related correspondence and/or notifications.
  • Assists in creating and updating procedures; recommends changes to processes to improve efficiency.
  • Performs other duties of a similar nature and level as assigned.

Typical Qualifications

Education and Experience
High School Diploma or GED and three years of accounts payable, accounts receivable or paraprofessional accounting or bookkeeping experience; or an Associate?s Degree in accounting or business administration and one year of paraprofessional accounting or bookkeeping experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications


  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or ability to obtain within 30 days of hire.

ADA and Other Requirements:
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:
Work is routinely performed in an indoor, office environment.
