Grant/Financial Reporting Accountant

(32-35 hours per week) - Swampscott Public Schools -

Salary: To be determined based on experience & qualifications

Job Goal:

Under general supervision, assists the business office with accounting, financial,

and general support for assorted projects. The Grant/Financial Reporting Accountant reports directly to

and works with the Director of Finance. The incumbent is responsible for managing a service

driven operation focusing on all financial matters of the district, which include financial tracking and reporting, grant and special revenue funds and revenue tracking, and related state and federal financial reporting. The incumbent works with and supports all district staff including the leadership team, building principals, program coordinators, department heads, and teaching and support staff. The incumbent works with Town of Swampscott offices, which include Town Finance, Human Resources, and Treasury.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Support the Director of Finance during the annual budget development process for the district's operating budget by assisting with compiling and entering data in Munis and excel. Assists in the creation of the Superintendent/School Committee budget as needed.
  • Assists the accounts payable coordinator with student activity audits as needed.
  • Works with the Director of Finance to maintain systems used for budget development including templates for budget submissions and other forms/processes.
  • Manage all Federal, State and Private Grant including monitoring expenditures, revenue, and monthly reconciliations. Analyze grants and conduct research as necessary. Helps to prepare grant budgets, modifications and financial reports in accordance with federal, state and local requirements.
  • Performs reconciliation of accounts, account analysis, and necessary journal entries.
  • Provide financial reports and documents as requested for various department audits.
  • Oversee maintenance and management for all Finance Office recordkeeping including grant reporting and audits, food services and audit records.
  • Work with the Director of Finance in compiling and completing the DESE End of Year Report submission.
  • Respond to finance and budget related inquiries and requests from district leadership, principals, department heads, and district support staff.
  • Provide financial analysis and reports as requested by the Director of Finance.
  • Back up to Payroll and Accounts Payable and familiarity with school committee policy, collective bargaining agreements, and state laws and regulations, focusing on safeguarding the district's financial resources.
  • Oversee and manage the food service program and related audits and financial reporting as required by the state. Assists Food Service Director with Free and Reduced reporting for all Swampscott schools. Process Free and Reduced Applications and update Nutrikids.
  • Oversee training, maintenance, and access to MUNIS (financial accounting system) within the school department. Creates new accounts and budget entries as needed.
  • Oversee and manage the transportation for the district, answering relevant questions as needed and working with the school district's bus vendor.
  • Perform special projects and other related duties as required and directed by the Director of Finance.

MINIMUM EDUCATION & EXPERIENCE:

5 to 7 years of finance and budget management experience, preferably in a public school business office.

Bachelor's degree in business, accounting, or finance. Experience managing grants, food service, audits, and transportation preferred. Experience with Massachusetts procurement laws and conducting procurements.

QUALIFICATIONS:

  • Knowledge and Skills: Comprehensive knowledge of Massachusetts Department of Elementary and Secondary Education public school finance, including relevant Federal, State, and local laws, codes, and regulations.
  • Comprehensive understanding of the principles and practices of financial accounting and

reporting, including school and municipal finance.

  • Progressively responsible work experience
  • Plans tasks independently to ensure quality and completion; ability to reflect individually on progress toward tasks
  • Multi-task by moving between various tasks at any given time with competing priorities, expected to dedicate the time necessary to complete competing priorities with no oversight & understanding of what is considered high priority
  • Ability to work in a fast-paced environment with minimal supervision
  • Critical thinking skills, problem-solving, independent decision making, and determination
  • Advanced knowledge of MS Excel (pivot tables, advanced formulas, dataset manipulation), and Google Suite applications.
  • Experience working with an automated human resources/financial accounting software
  • (MUNIS preferred).

Ability to:

  • Successfully manage multiple priorities and projects with limited to no supervision. Manage internal and external deadlines independently.
  • Communicate clearly and concisely, both orally and in writing, and maintain effective relationships.
  • Compile, manipulate, and analyze large amounts of financial data with high levels of accuracy and attention to detail.
  • Exercise discretion with sensitive and confidential information.
