Job Summary:

UETHDA is seeking a Family Engagement Specialist ("FES") to provide services to families to help improve their lives by identifying and recruiting eligible children for the Head Start Program. The FES is a social worker who maintains ongoing contact with families and works with other components to integrate services into the family setting. If you have a passion for helping children and families and meet the below qualifications, we are looking for a team member in our Greeneville, TN service area. The FES office will be at George Clem Elementary with classrooms at Mosheim Elementary.

Must be dedicated to the Mission and Vision of UETHDA and Purpose of the Head Start Program. Must possess strong leadership ability and able to have independent thought, judgements, and decision-making ability, with strong, well-developed critical-thinking skills. Must be willing to make decisions that are in the best interest of UETHDA and the Head Start Program.

ESSENTIAL FUNCTIONS

Application/Enrollment

  • Implements the plan for recruitment of children.
  • Solicits and secures applications for every eligible child in the service area. (This information is utilized in the Community Assessment Profile.)
  • Enters the application information into the computer (ChildPlus software), and submits the applications to the Nutrition and Family Services Manager for approval.
  • Maintains the record keeping system (ChildPlus software) which reflects current family status and ensures the confidentiality of records.
  • Maintains full enrollment of assigned classrooms and replaces any vacated slots within 30 calendar days.
  • Maintains a waiting list for replacement of children who have dropped or been transferred.
  • Implements a plan to ensure eligible children are screened (health and developmental services) within the appropriate timeframes according to Head Start regulations.
  • Provides follow-up services, in a timely manner, for all children who do not pass the screenings.
  • Assists the Mental Health/Disabilities and Family Service Manager with the implementation of a “Transition Program” for eligible children, as they transition into the Head Start Program and again as they transition from the Head Start Program into Kindergarten.

Attendance

  • Follow up on attendance for all children upon receipt of a referral from the Teaching staff.
  • Monitor attendance issues and analyze absences in classrooms whose attendance falls below 85% Average Daily Attendance (ADA).

Social Services

  • Initiate the Family Partnership Agreement (FPA) process and update the information as necessary.
  • Utilizes effective communication, both written and oral, between Head Start families, Head Start staff, professionals, and the community to insure integrated service delivery in compliance with the Head Start regulations and local operational plans.
  • Implements the plans, objectives, and/or services, through a case management concept, for enrolled Head Start children and their families.
  • Monitors, supervises, and transports children to their homes at the end of the Head Start school day, should this be absolutely necessary. (This responsibility will occur ONLY after the Head Start Teachers’ hours have ended for the day.)

Minimum Education and Experience

  • B.S. or A.S. in Social Work or Human Services, or Competency Based Training (SSCBT);
  • Experience in working with culturally diverse clients.
  • One year of more of experience in related position.
  • Proficient computer skills, to include Microsoft Excel, internet and e-mail.
  • Excellent written and verbal communication.
  • Working knowledge of local community resources in job area.
  • Must possess a valid driver's license;
  • Must obtain "F" endorsement prior to employment start and acceptable driving record; and
  • Must undergo background screening, physical exam and drug testing.

Work Environment/Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Occasional standing to file documents, make copies, faxing, etc. Occasional lifting up to 50 pounds, stooping, bending, standing and reaching.

Position Type/Expected Hours of Work

This is a full time non-exempt position and is paid hourly. Working hours are Monday through Friday 8:00 am to 4:30 pm. Typically, this position will work 37.5 hours per week, approximately 46 work weeks per year with 6 weeks of lay-off time from mid-May to early July. During the 6 weeks of seasonal, summer lay-off, employees are eligible to apply for unemployment. Benefit enrollments such as health insurance continue on during seasonal summer lay-off. This position will be required to attend recruitment events on weekends and evenings from time to time.
