The Marine Resources Program oversees:
  • Installation and maintenance of aids to navigation (ATON)
  • Regulation of waterways under county’s jurisdiction
  • Removal of abandoned vessels from county waterways
  • Permitting and deployment of artificial reefs
  • Management of manatee protection zones within county waterways
  • Collaboration with the Ecological Resources Program on Marine restoration projects
The Environmental Specialist - Marine Resources assists with marine resource programs and projects associated with the Ecological and Marine Resources Division of the Manatee County Natural Resources Department (NRD); maintains the County's navigational and regulatory waterway signs; responds to citizen questions and concerns; performs code enforcement duties related to the County's Lost and Abandoned Vessels Ordinance; participates with a multi-disciplined environmental team.

Job Description

What You Will Do


  • Monitor and maintain Manatee County Aids to Navigation and Regulatory signs in county waters.
  • Manage and coordinate contractor work as it relates to Ecological and Marine Resources projects and ongoing maintenance activities.
  • Assist Marine Resource Program Manager with Manatee County’s Lost and Abandoned Vessel Ordinance
  • Operation of department assets such as boats, trailers, GPS equipment and underwater data collections tools
  • Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the county.
  • Investigates citizen complaints regarding abandoned or derelict vessels, waterway management issues, aids to navigation, hazards to navigation, and boat ramps.
  • Collaborate with outside agencies such as Marine Sheriff Office, Florida Fish and Wildlife Conservation Commission, Florida Department of Environmental Protection, Army Corp of Engineers, West Coast Inland Navigation District and United States Coast Guard

  • Organized, detailed oriented and focused.
  • Knowledgeable about marine ecosystems and restoration techniques.
  • Independent, but able to collaborate with a multi discipline team.
  • Good communication skills and interpersonal skills to explain facts, policies, and practices.
  • Innovative and creative experience using GIS/GPS and interpreting data.
  • Able to work outdoors in adverse weather conditions.
  • At a minimum, possess a Florida boating safety education identification card.

Minimum Qualifications

  • Bachelor's degree in natural/physical sciences, geography, environmental engineering, or related field.
  • 1 or more years of professional or technical experience related to area of assignment.
  • SCUBA certification is required, preferably PADI or NAUI.
  • Must possess a Florida Boating Safety ID Card.
  • Valid driver license required, with valid Florida driver license required within 30 days of hire.
  • Florida Associate of Code Enforcement, Fundamentals of Code Enforcement Level I Certification required within 12 months of hire.
  • Red Cross CPR Certification required within 6 months of hire.
Desired Skills
  • Prior technical and/or scientific SCUBA diving experience desired.

A comparable combination of education, training, and work experience that provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.
