This role will perform and direct the performance of Section 404 wetland delineation. Advises client regarding legal approaches to reducing and avoiding agency jurisdiction and the advisability of so doing. Educates client in permit processes; notifies the client about project design approaches that will minimize regulatory burden and recommends a course of action. This role develops scopes of work for regulatory-related projects, calculates project budgets and fees, and develops project schedules. Writes and supervises the writing of environmental assessments and environmental impact statements by the NEPA/CEQA and USACE regulations.

The Biologist position must have experience in Biological Assessments and Regulatory Permitting. This role will report to Director.

Duties and Responsibilities

  • With the help of FCS Senior Biologist(s), prepare sections of initial studies, environmental impact reports, and other related documents.
  • Analyze project effects on biological resources for environmental compliance, such as those related to CEQA and NEPA.
  • Perform field investigations and analysis of field data, including wetland delineations, biological resource inventories, pre-construction, and rare plant surveys.
  • Contribute to regulatory permitting efforts.
  • Support development of client relationships, business development, and proposal

  • Strong organizational and analytical skills
  • Excellent interpersonal/communication skills, including solid telephone and written skills.
  • Ability to handle multiple projects and deadlines simultaneously.
  • Self-motivation and resourcefulness in completing assigned tasks.
  • Ability to work on assigned projects with minimal supervision.
  • Ability to work efficiently in an active and fast-paced office environment.
  • Excellent Word, Excel, PowerPoint, and Data Analysis skills.

Education and Experience

  • Bachelor's degree in Biology or a related field
  • 6+ years of related experience in biological/environmental projects and tasks
  • Requires knowledge of general ecology, botany, and zoology
  • Good working knowledge of federal environmental laws and regulations and NEPA/CEQA documentation

Competency in two or more disciplines:

  • California botanical inventory experience
  • Terrestrial wildlife experience, especially bird identification
  • Aquatic Resource (wetlands) Delineations as they pertain to state and federal jurisdictions.

Working knowledge of the following is a plus:

  • State and federally endangered species acts
  • US Clean Water Act sections 401 & 404
  • Porter-Cologne Water Quality Act
  • California Fish and Game Code Sections 1600 et seq.
  • Migratory Bird Treaty Act

Work Environment

The position operates in a dynamic and highly collaborative work environment. FCS is dedicated to allowing our staff to elect hybrid office/home working location options. This role routinely uses standard office equipment. The position will be exposed to all weather conditions and terrain. The position requires working outdoors and traveling to and from project sites.
