Support the development and maintenance of local all-hazard emergency planning with communities and partner agencies in accordance with KAR 56-2-2, KSA 48-929, KSA 65-5701 and the Emergency Planning and Community Right to Know Act (EPCRA). Guide the development and implementation of an effective county-wide emergency planning system focused on the county’s ability to mitigate, prepare for, respond to, and recover from all-hazard disasters. Support local planning efforts for all of Sedgwick County’s communities and local partner agencies. This position will also serve as the on-call duty officer on a rotating schedule.

Planning
Comply with the Kansas Planning Standards to create and maintain the Local Emergency Operations Plan. Follow Kansas Division of Emergency Management/FEMA guidance on development of Continuity of Operation Plans
Oversee the development, maintenance, training, and utilization of the following plans: Debris Management Plan, Multi-jurisdictional Risk Assessment and Hazard Vulnerability Analysis for Sedgwick County, Regional Hazard Mitigation Plan, Continuity of Government Plan, and others as identified
Coordinate periodic plan reviews
Continually develop partnerships with emergency management stakeholders. Engage with partners through ongoing planning and preparedness activities
Ensure plans begin the promulgation cycle with enough time to be reviewed and signed by all appropriate governing bodies prior to expiration

Gathering, tracking, and dissemination of hazardous materials information
Ensure compliance with the Emergency Planning and Community Right to Know Act and KSA 65-5701 et seq and other applicable laws and standards
Work with the Local Emergency Planning Committee (LEPC) Chairperson to ensure all administrative functions are performed
Track and document Tier II reports as received by Emergency Management and/or the LEPC
Ensure appropriate hazardous materials information is shared to first response agencies and Emergency Communications (911)

Prevention, protection, mitigation, response, and recovery
Participate in 24/7 on-call rotation for Emergency Management Duty Officer including driving a marked emergency vehicle
Serve as a subject matter expert in emergency preparedness, response, recovery, and risk mitigation
Participate in public outreach efforts to include training of local emergency plans
Assist in the development and scheduling of emergency preparedness training and exercise activities
Assist or lead response and/or recovery efforts during times of crisis including staffing the Emergency Operations Center or serving in the Incident or Area Command as requested

Minimum Qualifications: Bachelor’s degree from accredited college or university in Emergency/Disaster Management, Public Safety or Administration, or a related field. Education may be substituted with experience, with one year of experience for one year of education. One year experience in emergency/disaster planning. Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. ICS 100, 200, 700, 800 within first 30 days. Acquire Kansas Emergency Management Association Certified Emergency Manager (KCEM) designation within two years of hire.

Preferred Qualifications: Master’s Degree from accredited college or university in Emergency/Disaster Management, Public Safety or Administration, or a related field. Documented experience with emergency management specific plans such as local or county emergency operation plans, debris management, etc. ICS 100, 200, 700, 800 and ICS 300, 400. FEMA Professional Development Series, Graduation from FEMA’s Emergency Management Basic Academy.
