The Director of Engineering Services is responsible for the shared services of design, planning, licensing, and mapping. The Director is responsible for maintaining accurate and complete maps and inventory of the Outside Plant Network. This position also includes responsibility for design, planning, and budgeting projects for expansion, maintenance, improvements, capacity and upgrades for the relevant plant. The Director is responsible for management, training, safety, and development of a staff of qualified engineers and technicians. Travel to Otelco properties in Alabama, Maine, New Hampshire, Massachusetts, Vermont, Missouri and West Virginia may be required.

The Engineering Services team is responsible for designing, licensing, planning, and documenting Outside Plant to ensure optimal efficiency and cost-effectiveness through utilization of industry-best practices. The team is also responsible for mapping and inventorying the Outside Plant, maintaining those records in Otelco systems, and making information usable by other departments within Otelco and outside resources as needed.

Essential Job Functions:

Team management of all functional responsibilities listed below,

  • Responsible for generating long-term (multi-year) plans and strategies, including A-CAM milestones
  • Responsible for leading evolution of fiber network to support standardized data services.
  • Plans, designs, and coordinates complex network augments and rearrangements to the existing network.
  • Tracks and reports on projects for performance metrics and cost
  • Supports regional leaders in buildout of FTTP network construction projects with responsibility to facilitate completion of annual build targets
  • Responsible for maintaining sufficient capacity in outside plant systems
  • Responsible for short term planning, budget preparation.
  • Provide technical assistance and support to other teams for major systems improvements.
  • Responsible for loading outside plant records into B/OSS
  • Responsible for producing forecasts of inventory needed for construction projects
  • Manage and assign projects and initiatives
  • Track employee performance throughout the year and perform annual reviews.
  • Identify individual training and development plans for employees that help the company meet its objectives and retain and develop staff.
  • Respond to outages and assist with recovery process.
  • Lead and facilitate outage review for preventative steps or network augments
  • May coordinate after-hours maintenance during scheduled windows or during emergencies.
  • Develop and document department policies and procedures.
  • Develop standards for documentation and record-keeping.
  • Responsible for designing and developing outside plant equipment installation, modifications, upgrades and construction activities.
  • Supports Designs of line setup and staking specifications, and cable and line extensions.
  • Conducts job costing activities and prices out job components.
  • Planning, analysis, and recommendations for new construction of outside plant network structures and facilities. Included, but not limited to, Fiber-To-The-Premise, Fiber-To-The-Node, Copper/DSL, and Hybrid Fiber Coax technology.
  • Oversee permitting with State, Local and Federal agencies.
  • Responsible for maintaining all contractor as-built changes and updates to drawings.
  • Willing to travel within and outside OTELCO’s current footprint, when required
  • Performs all other related duties as assigned by management.*

Knowledge, Skills, and Abilities:

  • Extensive experience with outside plant engineering
  • Working knowledge of FTTH network design, including various PON architectures
  • Knowledge of pole licensing, make ready, and attachment process
  • Knowledge of NESC code pertaining to telecommunications infrastructure
  • Experience with Google Maps/Earth, AutoCAD, ESRI, Adobe Acrobat and Microsoft Office Suite
  • Knowledge of standard practices in Telecommunications
  • Knowledge of construction services, ordering and installation of the following: Fiber, Telco, Coax, and general Aerial/Underground construction supplies.
  • Ability to read and interpret legal land descriptions and easement agreements
  • Ability to work independently on multifaceted projects
  • Strong verbal and written communication skills to present facts clearly and accurately in graphic form
  • Experience working to tight deadlines
  • Excellent analytical skills and attention to detail
  • Knowledge of industry standards and best common operating procedures
  • Knowledge of company products and services.
  • Knowledge of company policies and procedures.
  • Knowledge of general office procedures.
  • Skill in operating various office equipment such as personal computer, copier, fax, two-way radio and telephone systems.
  • Ability to communicate with customers, co-workers, and various business contacts in a professional and courteous manner.

  • Ability to work with numbers and calculations and create budgets and forecasts.
  • Ability to pay close attention to detail and schedules.

  • Travel throughout the northeast frequently required
  • Occasional travel beyond the northeast required

Education and Experience:

Education: 2- or 4-year degree preferred, high school diploma required.

Experience: Minimum of ten years of relevant technical experience. Prior management experience required.
