This is a professional level position responsible for providing collaborative leadership to coordinate, enhance, and expand the local and regional system of care that seeks to support services for older adults, individuals with disabilities and those who are transportation dependent. The incumbent will administrate Federal, State, and local grants in support of providing needed services to vulnerable county residents.

Generally, the hiring range is $62,853-$78,566 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Support the Director of Community Development and Assistant Director of Community and Resources Services in administering assigned grant funds and projects.
  • Provides written and verbal communication to County leadership regarding program issues and opportunities.
  • Provide administration of grant funds, including but not limited to, the management and monitoring of all program sub-grantees, review grant performance to ensure goals and milestones are met, and financial oversight.
  • Support sub-grantee partners in meeting application, contracting, billing and monitoring requirements.
  • Advocate for and represent the County at various local and regional task forces, committees and other work groups as assigned.
  • Support various boards and councils related to the planning and administration of grants and programs.
  • Monitors, interprets, and ensures County and partner compliance with Federal, State, and local regulations relating to the use of grant funds.
  • Ongoing development of the required plan documents to support the implementation of Federal grants and programs.
  • Identify needs and opportunities to increase level of service and effective use of grant funds through assigned programs.
  • Prepare written applications required to obtain grant funding to support assigned programs.
  • Responsible for budget and accounting for fiscal accountability and transparency.
  • Preparation of program reports as required by grantor agencies.
  • Collect and maintain personal information, including personal health information, as required by grants.
  • Work collaboratively with various stakeholders to develop and implement programs to support identified goals and outcomes.
  • Develop performance measures and systems to track and evaluate program success through both qualitative and quantitative data.
  • Provides information and referrals related to program areas.
  • Provides training and technical assistance related to programs and grants.
  • Presents, writes, edits materials related to assigned programs.
  • Performs other duties as assigned.

SUPERVISION RECEIVED: Work is highly independent under the general guidance of a supervisor.

SUPERVISORY RESPONSIBILITIES: This position does not directly supervise other employees.

INDEPENDENT JUDGMENT: Work is highly independent under the general guidance of a supervisor. Worker chooses courses of action in consultation with supervisor as appropriate. Incumbent will have specific tasks and goals that will require completion by specific due dates in order for the position to be eligible for funding in the current and future funding cycles.


MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • A Bachelor's Degree from an accredited college or university in Community Development, Public Administration, Planning, Accounting, Business, Finance, Business Administration, Social Work, or related field
  • Four (4) years of related experience or training. Candidates with experience in grant administration, grant writing, human service systems of care, or related experience are preferred.
  • An equivalent combination of related education, training, and experience that demonstrates the knowledge, skills, and ability to effectively perform the functions of this position may be considered.
  • A Master's Degree in urban planning, community development, business or public administration or a related field is preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:

  • Knowledge of relevant grant programs.
  • Knowledge of Federal, State and local funding policies and regulations.
  • Knowledge of the principles, procedures, and strategies of FTA, RTD, Older American Act, State Office on Aging.
  • Knowledge of the principles, procedures, and strategies of coordinated human services transit.
  • Knowledge of the principles, procedures, and strategies of the DRCOG including Area Agency on Aging and transportation.
  • Knowledge of Results Oriented Management and Accountability or equivalent outcome-based planning framework.

Skills:

  • The ability to use one’s knowledge effectively and readily in execution or in performance of duties.
  • Excellent written and oral communication skills including ability and proficiency in presenting results in concise reports.
  • Ability to clearly present and communicate complex information.
  • Advanced grant writing skills.
  • Intermediate accounting as related to grant management.

Abilities:

  • Ability to work independently and with others in an effective manner.
  • Ability to manage and prioritize work products and deadlines to ensure timeliness and grant compliance.
  • Ability to read and understand program planning documents and standards.
  • Ability to work with subgrantee to meet program requirements.
  • Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.
  • Ability to lead collaborative efforts to address defined program areas.
  • Ability to establish and maintain effective working relationships with all levels of staff, community leaders, government representatives, and customers.
  • Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to maintain confidential information.

CERTIFICATIONS, LICENSES, & REGISTRATIONS: Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.

WORK ENVIRONMENT:

Physical Work Environment: This position is generally performed in an office environment with frequent travel necessary within and outside of Douglas County via automobile or other mode of transportation. Work hours will generally be performed during business hours with frequent evening, night, or weekend meeting times required. Field visits are a required and integral part of the job. This may result to exposure to outdoor environments in varying weather conditions, and rough terrain.

Physical Demands: While performing the duties of this job, the employee is occasionally required to stand, walk, sit, talk, hear, and drive. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively in person. Comfortable with various business settings such as office environments with close contact to persons; outdoor site visits over rough terrain; exposure to outdoors.

Material and Equipment Directly Used: Standard office equipment including computer, iPad or similar device, telephone/cell phone, fax machine, copy machine, and camera. May have access to County vehicles for transportation purposes.

In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
