Position Information

Note: This is a developmental assignment opportunity for County employees only. The duration of this developmental assignment will be flexible with suggested timeframe between three to six months and start date as soon as possible. Actual salary will be determined by applicable pay rule.

The Human Resources Department has an exciting opportunity for an Internal Communications and Events Specialist. This is a great opportunity for employees who have a desire to build or enhance communication, policy and program development, and event planning skills. This position will produce online communications of all types, including emails, e-newsletters, website materials, and video town halls to inform employees of Human Resources and County-wide issues, initiatives, programs, or events, and will develop, coordinate, and promote employee events and employee recognition programs. This Specialist will report to one of the Assistant Directors of Human Resources.

Specific duties include:


  • Managing complex events, programs or work assignments;
  • Partnering with all HR Divisions to support a variety of communications needs & special projects;
  • Collaborating with a variety of internal business partners or stakeholders to develop messaging for County-wide initiatives or programs (Ex: RACE, ERGs, Budget, Oracle Cloud system upgrade);
  • Planning and executing internal communications by researching, writing, editing, and distributing bi-weekly employee e-newsletter as the E-News editor;
  • Managing and updating the external Careers site, AC Commons Homepage, along with HR sub sites as needed;
  • Collaborating with the County Manager's Office of Communications and Public Engagement (CAPE) Team on County-wide initiatives and recommending communication strategies for consistent and timely messaging;
  • Writing and distributing all employee emails, County Manager messages and supporting County Manager Chats & town halls;
  • Developing and implementing communications plans to inform employees with regards to budget, open enrollment, benefits, collective bargaining and retirement issues or events;
  • Planning, supporting, and coordinating with the Enterprise Change Manager and Diversity and Inclusion Specialist on Employee Resource Group (ERG) Events & communications; and
  • Providing other communication support and brand messaging for Human Resources.
The ideal candidate will possess strong communication skills and is energized by new and challenging projects.

Selection Criteria

Employee must be in permanent status in a position in the competitive service and their most recent performance evaluation must be at least “meets performance expectations” or the equivalent.

Minimum: A combination of education and experience equivalent to a Bachelor's degree in Communications, Human Resources Management, Public Policy, Public Administration, Education, Journalism, Public Relations or a related field plus experience communicating complex issues to a variety of audiences; and experience planning, coordinating, and developing programs or special events through collaboration with a variety of internal business partners or stakeholders.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following areas:


  • Developing and promoting complex Human Resources or County-wide programs, events or initiatives;
  • Writing and distributing messages for citizens, employees or similar audiences using a variety of communication mediums;
  • Managing and posting information to County websites, social media, or AC Commons; and/or
  • Experience with Canva, PublicInput, Sharepoint, OpenCities, and Microsoft 365 (Forms, Lists, Teams, Teams LIVE, etc)

Special Requirements

To be eligible for this Developmental Assignment you must:


  • Have attained permanent status in your position in the Arlington competitive service.
  • Have an overall rating on your most recent performance evaluation of at least “meets performance expectations” or the equivalent.
  • Have been in your permanent position for at least twelve months prior to applying for another developmental assignment.
Note: Satisfactory completion of a developmental assignment does not automatically qualify you to meet the minimum qualifications for the position as stated on the classification position description.

Additional Information

This is a 30-40 hours/week assignment between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility.

Actual salary will be determined by applicable pay rule.

The official title for this position is Communications Specialist II.
