This position is located in the Department of Buildings, Inspections and Compliance Division (ICD). The mission of the Department of Buildings (DOB) is to protect the health, safety, economic interests, quality of life, sustainability of residents, businesses, and visitors in the District of Columbia by issuing licenses and permits, conducting inspections, enforcing building, housing, and safety codes, regulating land use and development, and providing consumer education and advocacy services.

The ICD is responsible for the inspection of all buildings and structures within the District of Columbia to verify compliance with Construction Codes and other regulations as adopted by the District of Columbia. These include but are not limited to the International Building Code, International Mechanical Code, International Fire Code, International Plumbing Code, International Energy Code, ANSI 117.1 Accessibility, and the International Property Maintenance Code. ICD also inspects all elevators and escalators as well as ensures compliance with the District of Columbia Zoning regulations.

The purpose of this position is to develop and lead the DOB Green Building Inspections Program in the DOB, ICD, which includes inspecting, diagnosing, testing, commissioning, and verifying both new and existing residential and commercial buildings in accordance with afore mentioned codes and programs.

Duties and Responsibilities

Provides support to all aspects of the DOB Green Inspections Program in the DOB’s ICD, including program development, program maintenance, and field inspections. Performs inspections specific to the Green Building, Energy Codes, and the Green Building Act. Inspections may involve activities such as inspections of Heating, Cooling, Hot Water and Ventilation Systems; air and thermal barrier inspections; and building performance testing such as air and duct leakage teats. Develops and delivers a quality assurance protocol for green building and energy inspections at DOB, including all third-party inspections. Manages other green building inspectors in the Department of Buildings.

Provides technical green building expertise including but not limited to green code analysis, green inspections, building science concepts, and green building regulations to design professionals, contractors, District agency representatives, and the general public. Conducts the delivery of green building seminars and training sessions for DOB staff, District government agency staff involved in construction and economic development, D.C. building industry members, advocates, and the general public. Maintains inspection records and prepares monthly and weekly tracking and administrative reports; and coordinates activities with other affected departmental representatives and/or agencies, as appropriate. Recommends changes, clarifications and/or updates to the existing codes, regulations, and processes, based on expertise and feedback from interaction with local and national building professionals as well as other agencies. Performs outreach activities, including engagement with other industry groups, non-governmental organizations (NGOs) and other organizations.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Licenses and Certifications

Must possess at minimum one of the following: (1) ICC certifications in the International Green Construction Code or International Energy Conservation Code, (2) Certified Home Energy Rating System (HERS) Rater (3) Building Performance Institute Building Analyst or Multifamily Building Analyst, (4) LEED for Homes Green Rater, (5) or other related certification.

Possession and maintenance of a valid driver's license.

Working Conditions/Environment

The work is performed in an office which is adequately heated, lighted, and ventilated as well as in the field completing inspections. Field inspections may be performed in inclement weather, under adverse conditions, and in unusual places. Soil and mud may be encountered when yards, vacant land and exterior structures are inspected. The incumbent occasionally encounters dust, solid waste, flooded areas, contaminated water, mold, mildew, and vermin during inspections. Normal safety precautions must be observed at all times.

This position requires exposure to construction sites and the safety issues at each site. At many sites the incumbent is required to wear safety equipment such as a hard hat, safety vest, eye, and hearing protection, and/or steel toe safety shoes.

Collective Bargaining Unit (Union): This position is covered under a collective bargaining unit AFGE 2725 and you may be required to pay an agency service fee through direct payroll deduction.

Duration of Appointment: Career Service Temporary Appointment Not-To-Exceed (NTE) September 30, 2023. A Temp employee does not acquire permanent status on the basis of his/her temp appointment. Continued employment under this appointment is contingent upon availability of funding.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Safety Sensitive.
