The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Engineering and Planning Unit (TEP) is responsible for conducting, reviewing, and approving transportation engineering and planning studies, analyses and methodologies including transportation planning assumptions for Environmental Impacts Statements, Traffic & Transportation Studies, and Projects. These relate to every aspect of traffic operations and planning from curb-cuts to area-wide studies.

TEP is seeking a candidate with strong organizational skills, including ability to track and remain engaged with multiple projects, who, under general direction, with broad latitude for the exercise of independent judgment and initiative, undertakes technical assignments, prepares and performs technical reviews, and participates in planning, organizational, and policy determinations in the DOT as they apply to Section 106 of the National Historic Preservation Act (NHPA) of 1966, Title 36 of the Code of Federal Regulations, Part 800 (36 CFR 800), and Section 14.09 of the New York State Historic Preservation Act.

The candidate should have prior experience supporting historic preservation aspects of all phases of project development and delivery including planning, scoping, design, and construction, in an environment with projects ranging in size and complexity. The candidate should be comfortable with consideration of “above-ground” requirements of Section 106 and Section 14.09, such as project screening, assessing eligibility and effects, and public consultation. The candidate formulates standards, plans and programs related to Historic Preservation as they pertain to DOT projects; and formulates, organizes and supervises related investigations. The candidate conducts research in architectural and urban history. The candidate reads and comprehends architectural and infrastructure drawings and has demonstrated experience working on multiple projects that interface with multiple internal and external departments and stakeholders, with competing schedules and priorities. The candidate liaises with Federal, State other City agencies, and community groups. The candidate advises, assists, and consults with architects and engineers on plans for projects that may affect City landmarks. The candidate maintains files related to work of the department including maps, photographs and plans.

Minimum Qual Requirements

Qualification Requirements
1. A Master's degree from an accredited college with a major in historic preservation, architectural history, art history, architecture or civil engineering and three years of full-time paid experience in architecture, restoration or preservation of historic structures, research in architectural history or in teaching architecture, preservation or architectural history, at least one year of which must have been in a supervisory or administrative capacity; or

2. A Baccalaureate degree from an accredited college with a major as described above and four years of experience as described above, at least one year of which must have been in a supervisory or administrative capacity; or

3. High School graduation or evidence of having passed an examination for a high school equivalency diploma and eight years of experience as described above; or

4. Education and/or experience which is equivalent to "1", "2", or "3".

Preferred Skills

Specialized experience in, or study of, American bridge history and engineering is desirable. The candidate should have experience using the Microsoft Office Suite, and Adobe Photoshop, InDesign, Illustrator, and Acrobat. Skill with ArcGIS and/or Google Earth are a plus.
