Description
The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. Responsibilities and duties include but not limited to:
  • Reviews, analyzes and writes program and procedures, including assistance with contracts, personnel issues and budgets. Supervises, conducts evaluations, approves leave request branch managers and other designated staff within the division.
  • Provides technical assistance to non HCBS waiver Long Term Services and Support programs (Institutional programs, PACE, State Plan Long Term Services and Supports (Home Health, Private Duty Nursing and Hospice) Nurse Aide Training program and Civil Money Penalty Grant and dealing with the administration of all operational regulations, policies and procedures. Evaluates routine, special and technical reports to monitor efforts to increase efficiency and effectiveness of agency activities.
  • Review, analyze, write and monitor regulations and policy and procedures manuals. Reviews, analyzes, writes and monitors correspondence originating from the office of the department head or cabinet head for accuracy and conformity with policies and procedures. *Provides technical assistance to branches under direct supervision, including assistance with Request for Proposals (RFPs).
  • Reviews and is responsible for maintaining current knowledge of laws and regulations affecting the Division. Attend hearings and legislative committees as needed. Acts as liaison between division and other organizations.
  • Attends professional meetings and in service training sessions to update staff on policies and procedures. Prepares briefing materials for director to use in meetings within and outside of the agency.
Preferred Knowledge/Skills:
  • Management experience
  • Medicaid knowledge
  • Prior knowledge or work with Institutional programs, PACE, State Plan Long Term Services and Support, Home Health, Private Duty Nursing, Hospice, Nurse Aide Training program and Civil Money Penalty Grant.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of administrative or management experience.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year- for-year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
