Summary

The MIL Corporation seeks an Accountant to support a Federal Government client at one of our Charleston, SC locations. The Accountant will provide financial management services to include budgeting, accounting, reconciliation, analysis and financial reporting to the federal client in accordance with existing USG policies and regulations.

Responsibilities

  • Provide transactional accounting, general financial management analysis and financial reporting to Post management and Bureaus
  • Prepare financial plans/budgets/data calls for Serviced Posts using DOS-approved budgeting tools/applications such as WebICASS,WebRabit, OBO/RPA in accordance with established guidance provided by Regional/Functional Bureaus in DC. Prepare regular and/or as needed financial reports required by Post Management or Bureaus
  • Utilize specific financial tools to record and monitor financial transactions to include RFMS, Global BI/COAST and GFMS.Monitor and review 477 charges and other accounting transactions to ensure they are properly posted against the correct account. Process journal vouchers to make adjustments, as necessary
  • Receive and monitor Advice of Allotments (AOA’s) using IBIS. For accounts with Operating Allowances, process the funding/allocation in RFMS. Submits to the Regional Bureaus requests for additional funding to cover mandatories, i.e., Educational Allowances, R&R Travel, etc. not included in Post targets using IBIS
  • Fund procurement actions/grants using ILMS/Ariba,and SAMS. Process and record obligations in the financial systems for transactions that do not automatically interface/integrate to RFMS and require manual entry. Provide the fiscal data to post and/or bureau, so contracts can be complete in ILMS. Fund travel requests/advances in E2, obligation transmittals, and/or other method as applicable. Manually obligate funds to cover recurring expenses, i.e., utilities and regularly monitor actual disbursements and remaining balances to ensure that sufficient funds are available to fully cover projected requirements for the fiscal year
  • Periodic review of the Status of Funds and the Status of Obligations generated from COAST or Global Business Intelligence (GBI) for accuracy. This includes the review of travel related obligations and travel advances. Work with Serviced Posts and CGFS PAAs in the periodic review, adjustment, and validation of unliquidated obligations for possible de-obligations.
  • Monitor staff travel advances and take action as needed to ensure closing of travel orders and collection and prompt resolution of advances

Required Qualifications

  • A four-year degree from an accredited college or university in the suggested field of study, but not limited to: Finance, Business, Accounting, Economics or related field and 4 years of related work experience
  • Excellent attention to detail, analytical and organizational skills
  • Embassy budgeting experience and detailed understanding of the ICASS process
  • Relevant Embassy financial analysis and financial management experience
  • Excellent verbal and written communication skills

Salary at MIL is determined based on factors such as qualifications, experience, and contractual limitations. For this position, the projected compensation range is $71,987.76 - $83,185.86 per year. This estimate represents the typical salary range and is just one part of MIL’s complete compensation package.
